Withtwo additional samples (each consisting of a two point <br /> composite)from a backhoe pit in the area of PB_10 and PB-15 and Laboratory tests that indicate the <br /> samples meet landfill acceptance criteria, the soil will be approved for direct landfill at Forward. <br /> As soon as I get a signed work authorization from the client for the IRAP work I wilt finalize a schedule <br /> that will include this sampling event with the relocation of the known utilities in the area where soil is to <br /> be excavated as part of the IRAP. We could then ship contaminated dirt directly to the landfill without <br /> stockpiling on or off site, and transport in compliance with Title 22. <br /> Thanks for the great idea on the bins and baker tank staging. I inspected the site again with a tape <br /> measure and both will work with some minor bush trimming. We will use that area behind the Laundry <br /> room for Water Tank Staging and if needed will use the bin staging idea along the tracks but will have <br /> to remove a rickety old car port. The property owner and tenants will cooperate with parking <br /> adjustments to facilitate. <br /> I will get back to you with a schedule and coordinate with you for sample collection. RE: Cox and Cox, 595 11th Street-IRAP <br /> Short of writing an official letter, this memo is for the record: <br /> Your soil and gw management plans sound ok except for the transporting of the excavated soil and the meeting of <br /> T-22 "self-certification" (for Hazardous). <br /> Without'self-cert' you may be violating transport requirements of Haz Materials. EHD cannot approve that. By <br /> moving the excavated soils without sampling to prove the soils are NOT HAZARDOUS, you may be endangering <br /> your work. <br /> If Forward can extend some coverage of this requirement since you plan to dig and haul to them, fine with <br /> EHD..Without this'extension' EHD cannot approve the transport of soils/gw. <br /> Even dig and trans to next door maybe a problem if you travel on 11 th street, even if for 100 feet..A CHP may <br /> have a problem with that and EHD cannot approve/waive the self cert for this either. <br /> 11/13/2003 <br />
