within each area. The guidelines for the Airport East area have been crafted based upon this General <br /> Plan policy. Specifically, uses within the Airport East sub-area,the Airport Related Use Zone, must be <br /> related to or make use of the airport facilities. The approximately 15-acre area located at the Quantas <br /> Lane/Arch-Airport Road intersection is being set aside for retail, service,and hotel uses for employees <br /> of the business park and for people traveling on State Route 99. There is also an approximately 50- <br /> acre site within the Airport East property for a potential working corporate campus. <br /> Development of Airport Multi-Use Policy 2(b <br /> "The Airport East Property shall be developed and maintained in an attractive manner to assist in promotion <br /> of the property and the Airport." <br /> Chapter 11 1, Project Wide Guidelines and Standards, and Chapter IV, Specific Use Guidelines, contained <br /> in the Special Purpose Plan provide guidelines and standards to ensure that the four development <br /> areas and the Airport function together as a unified mixed-use development with a well defined <br /> "personality"and a strong sense of place. It provides a unifying vision to ensure that buildings, <br /> landscaping,and structural features will be aesthetically harmonious and appropriate to the rural <br /> agrarian character of South Stockton and surrounding areas and to the opportunities and constraints <br /> associated with development surrounding a metropolitan airport. The Plan also provides a practical <br /> framework to ensure that basic infrastructure elements such as roads and streets,bicycle and <br /> pedestrian routes,transit facilities, utilities,and landscape will be functional throughout the site. <br /> The County is also in the process of selecting a Master Developer to develop the site. <br /> Development of Airport Multi-Use Policy 2 Uc <br /> "Development of the Airport East Property shall consider the following: <br /> (1) aviation,employee,and customer safety; <br /> (2) marketability of the airport for aviation uses, including attraction of commercial airlines and <br /> passengers; <br /> (3) use of a portion of the property for a campus-like business park; <br /> (4) use of a portion of the property near State Route 99 for uses serving the freeway traveler;and <br /> (5) need for land for a new interchange at State Route 99 and Arch-Airport Road and coordination with <br /> the Arch-Airport Road Plan." <br /> Ultimate development of the property must be consistent with the Special Purpose Plan,which has <br /> been prepared to implement each of these considerations. As part of the permitting process for <br /> individual development projects,the FAA will review the development proposal. Development of the <br /> site consistentwith the Special Purpose Plan will support and enhance the marketability of the Airport <br /> for aviation uses. As pointed out in the preceding policy discussion,an approximately 50-acre site in <br /> the Airport East area has been set aside for a corporate campus. Additionally,the 15 acres located <br /> within this area at the project entrance will be utilized for retail and service and hotel uses for both the <br /> freeway traveler and employees and visitors of the business park. f=inally,the traffic study prepared by <br /> Rajappan and Meyers included the new interchange at State Route 99 and Arch-Airport Road. There <br /> has also been close coordination between the County,Caltrans,and the City of Stockton regarding the <br /> interchange,and the project has been designed with the new interchange included.
