It is the intent of the Special Purpose Plan to integrate the Airport project into a
regional framework and provide vehicular and transit access on a regional basis,as well as provide a
unified internal network of pedestrian walkways,bicycle lanes, and multi-use paths within landscape
corridors to link all areas of the site,as well as provide access to the adjacent regional sports complex.
Development of Air ort Multi-Use Policy 2 e
"The siting and types of commercial and industrial land uses shall adhere to the following policies:
(1) Location of uses for the highway traveler shall be easily accessible from State Route 99;
(2) Land uses adjacent to the airport entry road shall present a campus like appearance;
(3) Direct access to the passenger terminal shall be provided from the freeway service uses."
Uses catering to the highway traveler will be located within the approximately 15-acre area located at
the main project entrance at the intersection of Qantas Lane and Arch-Airport Road. The Plan contains
guidelines pertaining to the architecture,landscaping,and streetscape in this area. The final
requirement,that there be direct access to the passenger terminal from the freeway service uses,was
predicated upon relocating the passenger terminal from its existing location to the Airport East area.
Relocating the terminal is no longer planned. The FAA has approved an amendment to the Airport
Master Layout Plan subsequent to the Board of Supervisors approval in September 1998 that now
designates the existing terminal for future expansion consistent with the other provisions of the Master
Layout Plan.
Development of Amort Multi-Use,Policy_2(f
"The following types of land uses shall not be permitted on the Airport East Property:
(1) uses dealing with hazardous uses;
(2) residential and accessory uses;
(3) big box retailers such as warehouses or discount stores and other large retail stores;
(4) power centers;
' (5) factory outlet malls;and
(6) the following specific land uses:
adult entertainment boutique sales
community assembly tent revivals
funeral services agricultural excavations
religious assembly quarry excavations
dry cleaning plants inoperable vehicle storage
animal specialty services recycling scrap operations"
San Joaquin County TA-00-9, PP-00-21San Joaquin County
Community Development Page 10
I
