U <br /> • When the AP-X zone was approved,the above-noted land uses were not included in the list of uses <br /> permitted or conditionally permitted in the AP-X zone. Any of these uses typically permitted on P-F <br /> zoned property will not be permitted on property zoned P-F within the Airport East area(the sub-area <br /> shown as"Airport Related Use Zone") by virtue of this General Plan policy. <br /> City of Stockton General Plan <br /> Development of the project will utilize public water and sewer from the City of Stockton. In their application <br /> referral response dated August 30, 2000, the City stated that development must conform to the City of <br /> Stockton General Plan in order to obtain City sewer and water service. Subsequent to the Board of <br /> Supervisors approval of the Airport related General Plan Amendment in September 1998,the City also <br /> amended the City's General Pian. As a result, no General Plan inconsistencies between the two <br /> jurisdictions are anticipated. <br /> Zoning <br /> The site is zoned AP-X and P-F. If the proposed Text Amendment is approved,the P-F zone will be <br /> expanded to include additional uses only at the Stockton Metropolitan Airport,as long as the additional uses <br /> are found to be aviation related, consistentwith FAA Grant Assurances. The expanded P-F zone will <br /> complement the adjacent AP-X zone,which intends to provide for the establishment of a variety of <br /> commercial and industrial land uses that are compatible with and supportive of airport operations. <br /> Project Approval Process <br /> The Special Purpose Plan is designed to expedite the approval process for specific development proposals <br /> at the Stockton Metropolitan Airport site by providing a framework,a set of standards and guidelines,and a <br /> well defined process to enable the Community Development Department to determine how each component <br /> fits aesthetically and practically into the overall design of the site and meets the requirements of the P-F and <br /> AP-X zones. <br /> The Special Purpose Plan Design Guidelines and Development Standards are designed to expedite the ,. <br /> approval process for development submittals that are substantially consistentwith approved guidelines and <br /> standards. Rather than requiring a discretionary type permit,an Improvement Plan,which is a ministerial <br /> application,will be required for all development projects consistentwith the Special Purpose Plan. As a <br /> point of information,this same requirement has been used successfully for several years at the Patterson <br /> Pass Business Park. <br /> The approval process begins with the applicant submitting the Improvement Plan application to the <br /> Community Development Department. it is expected that the applicant will prepare his or her application <br /> carefully and completely and include at a minimum all required information and materials as stated on the <br /> Community Development Department's Improvement Plan Checklist. This checklist is being amended for <br /> use at the Airport to include architectural elevations and other details such as landscaping,so the <br /> application can be reviewed for consistency with the Design Guidelines and Development Standards. <br /> Within seven days of application submittal,the Community Development Department will review the.-, <br /> application for completeness. If it is determined that the application is incomplete,the applicant will be <br /> notified and informed of the necessary items to complete the application. Complete applications will be <br /> referred to the Stockton Metropolitan Airport Design Review Committee(SMADRC). <br /> The SMADRC will be made up of representatives of the Airport Manager,County Administrator, <br /> Environmental Health Division, Department of Public Works,and the Building Division.
