During this period,the Airport Manager will also refer the application to the Federal Aviation Administration <br /> for their review and comment. Once the proposal has been reviewed,written comments will be forwarded <br /> to the Community Development Department. If the comments verify that the application is consistentwith <br /> the Special Purpose Plan and relevant Development Title requirements,the applicant may apply for a <br /> building permit. If the written comments identify issues that merit further discussion,the Community <br /> Development Department will convene the SMADRC to meet with the applicant and resolve the issues. <br /> The SMADRC will be reviewing project applications to determine whether or not they are substantially <br /> consistentwith the Special Purpose Plan Design Guidelines and Development Standards. The Special <br /> Purpose Plan contains"Guidelines,"which are indicated by the use of the verb"should,"and describes in <br /> general terms the ways in which the goals and objectives of the Plan may be realized. The Special Purpose <br /> Plan also contains"Standards,"which are indicated by the use of the verb"shall"and must be complied <br /> with. The Standards state in more specific terms, such as maximum building heights,the ways to.achieve <br /> the goals and objectives of the Plan. An application may be found to be consistentwith the Special Purpose <br /> Plan although it does not strictly comply with each and every Guideline, provided the goals and objectives of <br /> the Plan are met and all Standards are adhered to. <br /> If it is determined that the proposed development project is inconsistent with the Special Purpose Plan,the <br /> Community Development Department will deny the application and inform the applicant in writing of the <br /> specific inconsistencies. If the applicant wants to proceed with the project,there are three available options: <br /> 1. Correct the inconsistencies and resubmit the application to the Community Development Department; <br /> 2. Apply for an amendment to the Special Purpose Plan; or <br /> 3. Appeal the denial to the Planning Commission and, ultimately,to the Board of Supervisors. <br /> The Special Purpose Plan intends to provide flexibility within the project site to respond to market demand <br /> while maintaining a cohesive and complementary land use arrangement. It is anticipated that most of the <br /> applications for underlying projects will be consistentwith the Special Purpose Plan and will therefore be <br /> processed with the streamlined procedures. There may be instances where minor adjustments to the <br /> locations and intensities of uses are made. When such adjustments,either individually or cumulatively with <br /> other adjustments,result in an overall increase in intensity of land uses or traffic peak-hour increases,a <br /> Special Purpose Plan amendment will be required. The reason for this is that the environmental review for <br /> the project looked at a certain intensity of overall use of the Airport property. As long as the total floor area <br /> and intensity of development on an overall Airport-wide level is within the assumptions used for the <br /> environmental review, no amendments would be necessary. <br /> Design Guidelines and Standards <br /> Chapters III and IV of the Special Purpose Plan contain Goals, Guidelines,and Standards for the design of <br /> the built environment for the Airport project. <br /> Chapter III, Project Wide Guidelines, contains provisions intending to create an efficient,safe business <br /> community with a strong sense of place. One important objective of this chapter is to ensure harmony in the <br /> character,form, and aesthetics of site development for the entire Airport project. Chapter III contains design <br /> guidelines and standards for the following elements of the overall Airport project: street setbacks, building <br /> orientation,site coverage, individual parcel access and entry, pedestrian entry courts, parking, <br /> service/storage/loading,refuse collection, and utilities/mechanicallelectricalequipment. Chapter III also <br /> includes provisions for the establishment of bike lanes, pedestrian sidewalks,and multi-use paths to <br /> encourage walking and bicycling as both a means of recreation and viable transportation throughout the <br /> Airport project. <br /> San Joaquin County TA-00-9, PP-00-21San Joaquin County <br /> Community Development Page 12 <br />
