Circulation <br /> Chapter III of the Special Purpose Plan identifies a required"backbone"of streets throughout the site. In the <br /> Airport East area, these backbone streets include Qantas Lane, Giannecchini Lane, Pock Lane, and"B" <br /> Street. Each of these roadways will connect with Arch-Airport Road to allow for an even dispersal of traffic. <br /> These streets will be supplemented by a potential grid of internal streets. While the locations and <br /> dimensions of these"backbone"streets are fixed under the approved Special Purpose Pian, the pattern of <br /> the internal streets is flexible and will respond to the land use and traffic needs. <br /> Environmental Determination <br /> An Environmental Impact Report, No. ER-96-1,was prepared for the Airport General Plan Amendment and <br /> other related applications that were approved by the Board of Supervisors in September 1998. The E1R <br /> addressed the following issues: land use, drainage and water quality, vegetation and wildlife, transportation <br /> and circulation,air quality, noise, public services and utilities,cultural resources,and other resources <br /> (geology,soils and seismicity,energy and natural resources,aesthetics,and housing). The EIR identified <br /> the following significant,unavoidable,adverse impacts: conversion of prime farmland;air quality impacts <br /> P <br /> during construction and operation,as well as on a cumulative level; and noise resulting from cumulative <br /> f traffic. Based upon this, a Statement of Overriding Consideration was prepared and approved when the <br /> Board certified the EIR and took action on the project applictions. <br /> The EIR was prepared at a General Plan level of detail, addressing impacts from implementing the General <br /> Plan and Airport Master Layout Plan. Insufficient details regarding the actual development components <br /> were available to provide more detailed environmental review. As a result, implementation of the General <br /> Plan via the proposed Special Purpose Plan has required subsequent environmental review to ensure that <br /> all phases of the project,including planning,construction,and operation,are included. <br /> The County retained the environmental consulting firm of LSA to prepare the environmental review for the <br /> Special Purpose Plan and Development Title Text Amendment. An Initial Study was prepared which <br /> included a revised Traffic Impact Analysis prepared by Rajappan and Meyer and a revised Air Quality <br /> Analysis prepared by LSA. The Initial Study concluded that all project related impacts can be mitigated to <br /> less-than-significant levels,and a Negative Declaration has been prepared for consideration. <br /> The Initial Study was circulated by the State Clearinghouse to State agencies for a 30-day review and <br /> comment period. No comments were received as a result of this review. <br /> When the EIR was prepared and certified,the Airport Master Layout Plan showed the Airport passenger <br /> terminal relocating to a site within the Airport East property. Plans to relocate the airport terminal were <br /> subsequently abandoned after the EIR was certified and action was taken on the General Plan Amendment <br /> and other various applications. The Special Purpose Plan being considered shows the terminal remaining <br /> at its existing location,as is now planned. The EIR evaluated impacts based on the relocation of the <br /> terminal,which is no longer proposed. As a result,when preparing the environmental analysis for the <br /> Special Purpose Plan, the traffic and air quality models were redone to include this change. Keeping the <br /> terminal at its existing location did not result in any significant, unavoidable,adverse impacts. <br /> As discussed previously in the section on application processing,the Special Purpose Plan and <br /> accompanying environmental review are predicated upon proposed development intensities.
