f
Cultural Resources:
On behalf of the North Valley Yokut Tribe, Kathy Perez responded to the application referral with a request
that a Native American monitor be present during ground disturbing activities. The North Valley Yokut Tribe
is concerned that development of the Airport property may desecrate burials that may be located within the
project area.
Traffic.
The traffic section in the certified E1R and in the Initial Study prepared for the Special Purpose Plan
identified numerous traffic improvements needed for area intersections as a result of project related and
cumulative traffic.
The County acknowledges that many of the roadway improvements assumed to be in place duringthe
tannin

planning period for the airport are currently unfunded. The specific analysis for these improvements is
beyond the scope of the airport project and its environmental review. However, the County fully intends to
participate in the evaluation and monitoring of traffic operating conditions at critical intersections. The
Airport/County,developers,and/or successors-in-interestwill participate in their proportionate share of the
cost for appropriate mitigation measures to ensure that operating conditions remain at LOS D or better as
development occurs(the General Plan standard for Level of Service is"D"for the Stockton planning area).
Further, the County acknowledges that funding mechanisms for major roadway improvements in the area,
including but not limited to the Arch-Sperry corridor, are urgently needed, and the County is committed to
establishing such funding mechanisms jointly with the City of Stockton and Caltrans.
i
San Joaquin County TA-00-9, PP-00-21San Joaquin County I
Community Development Page 16 j
I
