Recommend that the Board of Supervisors approve Text Amendment No. TA-00-9 based on <br /> the ability to make the required"Basis for Development Title Text Amendment;"and <br /> 3. Recommend that the Board of Supervisors approve Special Purpose Plan No. PP-00-2 based <br /> on the ability to make the"Basis for Special Purpose Plan"contained in the staff report. <br /> Basis for Develo ment Title Text Amendment <br /> 1. The proposed Development Title Text Amendment is consistent with the General Plan and any <br /> applicable Master Plan. <br /> This determination can be made because the proposed changes in the text of the <br /> Development Title are consistent with the goals, objectives, policies, and implementation <br /> measures of the General Plan and the adopted Stockton Metropolitan Airport Master Layout <br /> Plan. <br /> Basis for Special Purpose Plan <br /> 1. The Special Purpose Plan is consistent with the General Plan, any applicable Master Plan, and any <br /> applicable Specific Plan. <br /> This determination can be made because the Special Purpose Plan is consistent with all of <br /> the objectives, policies, and implementation measures contained in the Mixed Use <br /> Development section of the Community Organization and Development Pattern chapter of <br /> the General Plan. Preparation of a Special Purpose Plan is a required implementation <br /> measure contained in the Mixed Use Development section of the General Plan. This Special <br /> Purpose Plan has been prepared in response to the Implementation Measure and is intended <br /> to implementthe policies contained in the General Plan relative to the Airport Multi-Use(AP- <br /> X) land use designation. There are no Master Plans or Specific Plans for the site. There is <br /> an adopted Stockton Metropolitan Airport Master Layout Plan, which is a programmatic <br /> document used by the Airport for long range planning, and is not a Community <br /> Development Department document.
