I c) Result in cumulatively considerable net increase of any criteria pollutant for which the project region is in non-attainment under an applicable federal or state ambient air quality standard (including releasing emissions which exceed ' quantitative thresholds for ozone precursors)? Less than significant impact. Overall,the Special Purpose Plan results in a reduction in vehicle trips(twenty percent) when compared with the approved Master Plan. F, Although there is a minor increase (two percent) in vehicle trips from the Airport East area,the increase is more than offset by larger decreases elsewhere within the Special Purpose Plan. There will be no adverse change to the long-term air quality impacts resulting from the project when compared with the Master Plan. With such a reduction in total project trips, despite minor adjustments to traffic distribution, it is expected that carbon monoxide(CO) concentrations at affected intersections Fwould either have no measurable change or be lower than the levels projected based on the original project trips estimates. As a result of the potential reduction,the project would not contribute to the non-attainment of criteria pollutants. Fd) Expose sensitive receptors to substantial pollutant concentrations? F No impact. The proposed project will not expose sensitive receptors to pollutants. There are no sensitive receptors in the project area. e) Create objectionable odors affecting a substantial number of people? No impact. The proposed project will not include land uses typically associated with the creation of offensive or objectionable odors. IV. Biological Resources: i f Would the project: a) Have a substantial adverse effect,either directly or through habitat modifications,on any species identified as a candidate,sensitive,or special F1' status species in local or regional plans, policies,or regulations,or by the California Department of Fish and Game or U.S.Fish and Wildlife Service? 1 Less than significant impact. Impacts to vernal pool fairy shrimp (Branchinecta Inchii), a federally threatened species, have been previously mitigated in conjunction with the Airport Master Plan project.
