Analysis <br /> ENVIRONMENTAL IMPACT REPORT <br /> Certification of the Final Environmental Impact Report <br /> The Initial Study that was prepared on August 22, 1995, determined that the proposed project could <br /> potentially have significant adverse impacts on the local environment. On the basis of that <br /> determination, an Environmental Impact Report (EIR) was prepared for the project by Reinard Brandley <br /> and Jones and Stokes Associates, Inc., under contract to San Joaquin County. The EIR addressed the <br /> following issues: land use, drainage and water quality, vegetation and wildlife, transportation and <br /> circulation, air quality, noise, public services and utilities, cultural resources, and other resources <br /> (geology, soils and seismicity, energy and natural resources, aesthetics, and housing). The EIR <br /> identified the following significant, unavoidable, adverse impacts: conversion of prime farm land; air <br /> quality impacts during construction and operation, as well as on a cumulative level; and noise resulting <br /> from cumulative traffic. Based upon this, a Statement of Overriding Consideration has been prepared <br /> and is included in this staff report as Attachment C. <br /> Hearings on the Draft EIR were held for the Planning Commission and public on April 16 and April 30, <br /> 1998, respectively. Comments received from the public on the Draft EIR are included in the Final EIR. <br /> No comments were made by the Planning Commission. All oral and written comments received during <br /> the 45-day review period for the Draft EIR have been responded to and included in the Final EIR. Where <br /> necessary, the text of the draft document has been amended as a result of the public review process. <br /> Final EIR's were distributed on July 23, 1998, to the Planning Commission, responsible agencies, and all <br /> agencies and persons commenting on the Draft EIR. <br /> Determination of Adequacy of the Final EIR <br /> The only determination to be made by the Commission in order to certify the EIR is whether or not it is <br /> adequate as described in Section 15151 of the CEQA Guidelines. This section states in part that'an EIR <br /> should be prepared with a sufficient degree of analysis to provide decision makers with information which <br /> enables them to make a decision which intelligently takes account of environmental consequences. An <br /> evaluation of the environmental effects of a proposed project need not be exhaustive, but the sufficiency <br /> .of an EIR is to be reviewed in light of what is reasonably feasible.' It is staff's determination that the EIR <br /> meets the intent of this section. The document thoroughly discusses all issues presented in the Notice of <br /> Preparation, contains all sections required by law, and adheres to all review periods and time <br /> requirements. All issues raised during the review of the draft document are thoroughly discussed in the <br /> Final EIR. <br /> POLICY CONSIDERATIONS <br /> General Plan <br /> The Stockton Metropolitan Airport property, including the clear zones at either end of the runways,•totals <br /> approximately1549 acres. The existing General Plan designations include Public (P), Limited Industrial <br /> (I/L), Commercial Recreation (C/R), and Freeway Service Commercial (C/FS).
