+i <br /> k <br /> I <br /> Plan amendment is both a text and map amendment. The text amendment proposes to establish the <br /> new designation of Airport Multi-Use (APIX) that would be specific and applicable only to the Stockton <br /> Metropolitan Airport. The purpose and intent of the Airport Multi-Use designation is to not only provide <br /> for aviation related uses but also for other commercial, industrial, and recreational land uses that would <br /> i be compatible with airport uses. The AP/X designation restricts uses in conflict with the City of Stockton. <br /> 4 <br /> Zoning <br /> The existing zoning for the airport property includes Public Facilities (P-F), Limited Industrial (I-L), <br /> Industrial Park (I-P), Commercial Recreation (C-R), and Freeway Service Commercial (C-FS). The <br /> proposed zoning is a consolidation to two zones: Public Facilities (P-F) and Airport Multi-Use (AP-X). <br /> The Public Facilities zone boundary will include-the airport property under the direct control of the <br /> Federal Aviation Administration (FAA). This designation is limited to airport and airport related uses (i.e., <br /> Farmington Fresh). The property known as 'Air-Metro Industrial Park" would have a zone classification <br /> of Airport Multi-Use (AP-X). The Airport Multi-Use zone is specific to the Stockton Metropolitan Airport <br /> and is the implementing zone for the Airport Multi-Use General Plan designation (AP/X). This zone will <br /> be added to the Development Title by the Text Amendment,which will be discussed in the next section. <br /> Development Title Text Amendment <br /> Development Title Text Amendment Application No.TA-95-10 will incorporate the Airport Multi-Use zone <br /> into the San Joaquin County Development Title, Division 7: Other Zones. As noted in the General Plan <br /> discussion, the intent of the Airport Multi-Use (AP-)O zone is to provide for a variety of commercial and <br /> industrial land uses that are consistent with an AP/X General Plan designation. Special use regulations <br /> will provide that Agriculture Processing - Food Manufacturing may be permitted subject to a Site <br /> Approval application, provided waste water generation is limited to domestic waste only; Educational <br /> Services - General may be permitted subject to a Site Approval application, but schools for primary and <br /> secondary education would not be permitted; and Retail establishments that are 50,000 square feet in <br /> ground area individually or 100,00 square feet collectively as an integrated shopping center are not <br /> permitted. Aviation related uses that exceed these thresholds may be permitted subject to a Site <br /> Approval application. Other land uses excluded in the General Plan discussion are identified in <br /> Development Title Table 9-705.2. <br /> Certain land uses would not be permitted, including hazardous materials, residential, big box retailers, <br /> power centers, factory outlet malls, and specific land uses, including adult entertainment, community <br /> assembly, funeral services, religious assembly, dry cleaning, plants, boutique sales, tent revivals, <br /> agricultural excavations, quarry excavations, inoperable vehicle storage, animal specialty services, and <br /> recycling-scrap operations. The reason these land uses are not permitted is either because they are not <br /> consistent with airport related uses or they were negotiated out with the City of Stockton staff as being in <br /> direct economic conflict and competition with City land uses. <br /> Stockton Metropolitan Airport Master Plan <br /> The Stockton Metropolitan Airport Master Plan (Reinard Brandley, Consulting Airport Engineer, 1997) is <br /> a revision to the master plan prepared in 1977. It covers projected activity on the airport site up to the <br /> year 2015 and defines areas for airport facilities, commercial and industrial uses, and airport related <br /> commercial uses. The Master Plan includes a conceptual airport layout plan that outlines locations for <br /> new facilities and development. <br /> The Master Plan includes assumptions regarding the likely ultimate magnitude of development through <br /> San Joaquin County ER-96-1, et al\Stockton Airport <br /> Community Development Page 11 <br />
