��� � <br /> the year 2015 that would occur in the primary development areas of the airport, which include the Airport <br /> East property, Air Metro Industrial Park, Farmington Fresh, and the Regional Sports Complex. The <br /> Master Plan assumes the following maximum development will take place by 2015: <br /> • 65 acres of commercial-retail use, 75 acres of industrial office, and 172 acres of industrial warehouse <br /> on the Airport East property; <br /> • 78 acres in the Air Metro Industrial Park; and <br /> • 66 acres at Farmington Fresh. <br /> The assumptions regarding development have been made because the proposed project does not <br /> include a specific proposal for the precise amounts and locations of commercial, industrial, and <br /> recreational uses. The assumptions for 2015 form the basis of the quantitative analyses conducted for <br /> this Environmental Impact Report (EIR). These development assumptions are based on the estimated <br /> level of development that could be absorbed within the Master Plan area as well as the level of <br /> development that could be accommodated by the proposed traffic circulation system while still achieving <br /> acceptable levels of service. <br /> The Master Plan defines areas for airport facilities, commercial and industrial uses, and airport related <br /> commercial uses. The Master Plan includes a conceptual airport layout plan (attached) that identifies <br /> locations of these facilities and uses. Activities that would occur under implementation of the Master <br /> Plan include: <br /> • Runway and taxiway construction, extension and rehabilitation for General Aviation Runway 11R- <br /> 29L, which would be lengthened from 3,050 to 6,000 feet, and 1,000-foot stopways at each end of <br /> primary runway 111--29R; <br /> • Aircraft parking apron expansion and rehabilitation; <br /> • Aircraft storage building expansion and rehabilitation; <br /> • Airport terminal building, apron, roadway, and parking relocation and/or rehabilitation; <br /> • Air cargo and aircraft maintenance facility expansion, relocation, and/or rehabilitation; <br /> • Grading and construction of drainage, road, and utility (e.g., water, sewer, gas, electrical, and <br /> communication) facilities; <br /> • Relocation of Airport Surveillance Radar(ASR); <br /> • Construction of commercial and industrial land use areas; <br /> • Construction of access to Airport East Property; and <br /> • Construction of a series of detention basins and ponds that are proposed to limit storm water runoff <br /> from the airport. <br /> The Master Plan projects airport activity to the year 2015. The impact assessments contained in this EIR <br /> are based on projected airport activity and development that would occur with implementation of the <br /> Master Plan in 2015 as described in Table 3-1 from the EIR, which is included in the staff report.
