The Master Plan also <br /> describes projected activity and development that would occur under a Reduced Development <br /> Alternative and a Cumulative Development scenario. Anticipated activity and development under <br /> these scenarios are also described in Table 3-1. The Reduced Development Alternative is discussed <br /> later in this chapter and is considered in Chapter 14,"Alternatives to the Proposed Project". Activity <br /> and development that would occur under the Cumulative Development scenario are considered in <br /> 1�.. Chapter 13, "Cumulative Impacts". <br /> The Master Plan assumes that the airport would have up to one million enplaned passengers <br /> per year by the year 2005. These passengers would be accommodated in the existing terminal. <br /> Runway 11 L-29R would be extended by 1,000 feet on the east and west ends of the runway. The <br /> primary reason for extending the runway would be to accommodate large jet aircraft loaded with <br /> # produce and fuel traveling to overseas destinations. The runway extension would not be required <br /> to accommodate other commercial and passenger aircraft traffic planned for under the Master Plan. <br /> Anticipated improvements to approach and visual aids would include a CAT-III ILS System. By <br /> 2005, land use development on the airport is anticipated to be the same as that identified for the <br /> Reduced Development Alternative (Table 3-1}. <br /> The Master Plan assumes that there will be up to two million enplaned passengers per year <br /> by 2015. A.new terminal would be constructed on the Airport East property when the number of <br /> annual enplaned passengers exceeds two million. Key information and assumptions associated with <br /> development under the Master Plan by 2015 are summarized in Table 3-l. <br /> Under Cumulative Development conditions, the Master Plan anticipates that up to four <br /> million enplaned passengers per year would use the airport. Key information and assumptions <br /> associated with Cumulative Development conditions are summarized in Table 3-1. <br /> Proposed Ground Transportation Facilities <br /> The Master Plan includes the backbone structure of the proposed circulation system within <br /> the proposed development area. Development of the Airport East property for commercial and <br /> industrial uses and future relocation of the terminal will require new access roads from Arch-Airport <br /> Road and the SR 99 West Frontage Road. By 2005, new access to commercial and industrial uses <br /> r in the northeast corner of the Airport East property would be provided from Arch-Airport Road at <br /> Qantas Lane and from the SR 99 West Frontage Road via a two-lane roadway system. Access to <br /> r the SR 99 West Frontage Road from Arch-Airport Road would be via Qantas Lane. By 2015, this <br /> roadway system could be expanded to four lanes. Also, an additional entrance from Arch-Airport <br /> Road to provide direct access through a 4-lane roadway to the relocated terminal area would be built <br /> at Giannecchini Lane (Figure 3-4). <br /> The airport entrance at Giannecchini Lane would provide access to the terminal,parking,and <br /> rental car facilities only and would not provide access to commercial and industrial uses in the <br /> Airport East property.
