roadway meets the one-way loop providing access to the terminal, short and long-term parking, and <br /> the rental car facilities (Figure 3-4). By 2015, additional access to the new industrial area, air cargo <br /> buildings, and aircraft maintenance buildings, to be located north and west of the new terminal, <br /> would be provided by a roadway with access from Airport-Arch Road at Pock Lane and "B" Street. <br /> This roadway would be a closed loop roadway with no access to the terminal area or <br /> f` commercial/industrial area on the east side of the Airport East property. <br /> The Master Plan assumes that planned intersection improvements in the area will be in place. <br /> These improvements are described in Chapter 7, "Transportation and Circulation". The plan also <br /> assumes that the following roadway improvements would be in place. <br /> ■ Arch-Airport Road would ultimately be built out to Interstate 5 (1-5) to the west with <br /> ` eight lanes, <br /> ■ The SR 99 West Frontage Road would be extended to French Camp Road, <br /> a Improvements would occur at the Arch-Airport Road/SR 99 interchange and the French <br /> Camp Road/SR 99 interchange located to the south, <br /> ■ Arch Road between SR 99 and Austin Road would be expanded to six lanes, <br /> i <br /> ■ Airport Way would be widened to six lanes between Charter Way and French Camp <br /> Road and four lanes between French Camp Road and State Route 120, and <br /> ■ SR 99 would be widened to eight lanes north of Arch Road and six lanes between Arch <br /> Road and French Camp Road. <br /> All development under the Master Plan will adhere to the draft road plan for Arch-Sperry <br /> Road (currently under preparation and environmental review). This plan is for six lanes but eight <br /> lanes could be accommodated. The City of Stockton is currently actively planning a new <br /> interchange at Arch-Airport Road and SR 99. <br /> A draft Project Study Report(FSR)has been prepared for the proposed Arch-Airport/SR 99 <br /> interchange improvements. The interchange improvements identified in the PSR are assumed <br /> planned improvements. The PSR describes two phases of interchange improvements that would <br /> occur in a Single Point Urban Interchange (SPUI)configuration. Under the first phase there would <br /> be no direct access provided to the airport. Under the second phase"flyover"ramps providing direct <br /> access to the airport from southbound SR 99 and direct access from the airport to northbound SR 99 <br /> would be constructed. The interchange improvements are depicted schematically in Figure 3-4. <br /> 3 The PSR states that concept approval is being sought for both phases of the project but that <br /> environmental documentation, design,right-of-way acquisition, and construction are only intended <br /> to proceed at this time for the first phase.
