i <br /> increased demand from all potential development on the airport site can be adequately <br /> accommodated through existing service agreements with service providers. Under the terms of <br /> existing agreements,the City of Stockton will provide water and receive and treat wastewater if the <br /> proposed project/activity is in conformity with the City of Stockton General Plan. Specifically, the <br /> Southern Water System Operation & Maintenance (SWSOM) Agreement ratified by the City of <br /> Stockton and the County in June 1959 and amended in June 1992 states that the City will administer, <br /> .+ operate, maintain, and expal7d all City and County water supply, storage, and transmission facilities <br /> in the area within the South Stockton Master Water Plan area. This area as described in the <br /> agreement includes all of the Stockton Metropolitan Airport property. Under the terms of the <br /> F. agreement, the City is to provide the water service, but the County, with establishment of a new <br /> County Service Agency, will be responsible,for constructing, operating, and maintaining distribution <br /> Ffacilities on the airport property. <br /> In the South Stockton sewer service area, the City generally provides sewer capacity to new <br /> F' development through annexation to the South Stockton Community Facilities District (CFD). <br /> However, because the airport is exempt from annexation to the CFD, it was necessary for the City <br /> ' f and the County to reach an agreement on an equitable connection fee in-lieu of the charges for <br /> annexation to the CFD. The Stockton City Council adopted the Airport Area In-Lieu Fee for airport <br /> sewer connection on July 1, 1996 The County Board of Supervisors approved the fee on July 9, <br /> 1996 The Airport Area In-Lieu Fee is composed of a treatment facility portion and a collection <br /> system portion. The County will provide solid waste disposal and drainage. The City will'be <br /> processing an'amendment to its General Plan to bring the General Plan Land Use/Circulation r <br /> Diagram designations into accord with the proposed land use,which will permit the City to provide <br /> water and wastewater services to the airport. Stormwater drainage will be addressed in accordance�r; <br /> with the Airport Master Drainage Plan, and terminal drainage will flow to Mansville Ditch. <br /> A County Service Area or similar district may be formed to facilitate water and wastewater <br /> service provisions without annexation of the airport to the City of Stockton. Formation of this <br /> district would require approval by the Local Agency Formation Commission (LAFCO). If water <br /> andlor wastewater service is provided by the City of Stockton to other than a public agency outside <br /> the City limits, LAFCO Out-of-Agency Service Review would be required under Government Code <br /> Section 56133. The other alternative would be to annex the affected area or areas to the City of <br /> Stockton. However, the County intends to form the County Service Area, if required. Fire protection <br /> will continue to be provided by the Montezuma Fire District, which currently has a station on the <br /> airport property that is accessed from Airport Way. Police protection will continue to be provided <br /> by airport police and the San Joaquin County Sheriff's Department. <br /> USES OF THE ENVIRONMENTAL IMPACT REPORT <br /> This environmental document is a program EIR as defined in Section 15168 of the State <br /> F CEQA Guidelines.
