This EIR serves as the public disclosure document to be used during the <br /> County's environmental review process to inform decision makers and the public of the <br /> environmental impacts that would be associated with implementation of the proposed project. <br /> The County will use this EIR during the project approval process to meet the County's <br /> environmental review requirements for the following discretionary approvals: <br /> ■ adoption of the Stockton Metropolitan Airport Master Plan, <br /> ■ adoption of the General Plan amendment, . <br /> Fl ■ adoption of the Development Title amendment, and <br /> ■ adoption of the zone reclassification. <br /> The information contained in this EIR will be used by the City of Stockton and may be used <br /> by LAFCO as environmental documentation that will be required for separate actions related to this <br /> project. The City will amend its General Plan to provide water and wastewater treatment for the <br /> proposed project. If a County Service Area or similar district is formed to facilitate service <br /> provisions for this project, LAFCO approval would be required. <br /> F <br /> NATIONAL ENVIRONMENTAL POLICY ACT COMPLIANCE <br /> ` Proposed near-term improvements identified in the Stockton Metropolitan Airport 5-Year <br /> Development Plan require approval by the Federal Aviation Administration (FAA). The proposed <br /> near-term improvements include: <br /> ■ extending Runway 1 I L-29R by 1,000 feet on the east and west ends, <br /> E, ■ constructing a 20-acre air cargo apron, <br /> ■ constructing new-taxiways, and <br /> `t ■ constructing stormwater retention basins. <br /> f rucg <br /> FA summary report prepared by Jones & Stokes Associates entitled Stockton Metropolitan <br /> Airport Land Use Plan Near-Term Improvements Summary of Environmental Data and Information <br /> (Jones & Stokes Associates 1997) was submitted to the FAA in April 1997. Based on the contents <br /> Fof this report,the FAA has determined that the proposed runway extension is categorically excluded <br /> E. <br /> from the requirements for formal environmental assessment under NEPA (Pfeifer pers. comm.) <br /> PROJECT ALTERNATIVES <br /> r <br /> CEQA requires that a reasonable range of alternatives to a project be evaluated.
