Impact T-L• Increased Traffic at Roadways, Freeway Ramps, and Intersections Resulting <br /> from Project (Phase 1 Interchange) Conditions <br /> Under 2015 proposed project conditions with Phase 1 interchange improvements, traffic in <br /> the project area will increase. However, based on trip generation for assumed land uses and planned <br /> # intersection, interchange, and roadway improvements, roadways and intersections in the project area <br /> are expected to operate at LOS D or better. This impact is, therefore, considered less than <br /> significant. <br /> Although this impact is considered less than significant, the following mitigation measure <br /> is recommended to ensure that traffic operating conditions remain at LOS D or better as the project <br /> site is developed. <br /> Et <br /> ' <br /> Mitigation Measure T-1: Evaluate and Monitor Traffic Operating Conditions at Critical <br /> Roadways and Intersections and Implement Measures to Ensure that Operating Conditions <br /> iRemain at LOS D or Better <br /> Before each phase of development on the project site, the Department of Aviation in <br /> coordination with the Department of Public Works shall evaluate and monitor traffic operating <br /> conditions at the critical roadways and intersections identified in the traffic study. If is it determined <br /> that traffic operating conditions would not remain at LOS D or better with implementation of the <br /> planned development or if actual traffic operating conditions are not at LOS D or better, planned <br /> roadway and intersection improvement measurements shall be implemented before approval of <br /> ►� additional development on the project site to ensure that operating conditions remain at LOS D or <br /> better. Planned improvements include measures such as the addition of turning lanes at intersections <br /> and the addition of lanes to roadways. Planned roadway and intersection improvements assumed in the analysis are described <br /> in detail in the traffic study (KASL Consulting Engineers 1998). Intersection improvements <br /> " described above for Phase 1 interchange conditions (Table 7-4) apply to this condition with the <br /> exception that a single northbound right-turn lane would be needed at the intersection of Qantas and <br /> Arch-Airport Road instead of dual right-turn lanes.
