Roadway operating conditions under 2015 proposed project conditions without interchange
flyover ramps are.summarized in Table 7-8. Operating conditions of ramp-freeway terminals on
SR 99 from Arch Road to French Camp Road are summarized in Table 7-9. Intersection operating
conditions are summarized in Table 7-10. In all cases, the operatingconditions of roadways, ramps,
and intersections are LOS D or better.
r
Impact T-2: Increased Traffic at Roadways, Freeway Ramps, and Intersections Resulting
from Project(Phase 2 Interchange) Conditions
Under 2015 proposed project conditions with Phase 2 interchange improvements, traffic in
the project area will increase. However, based on trip generation for assumed land uses and planned
intersection, interchange, and roadway improvements, roadways and intersections in the project area
are expected to operate at LOS D or better. This impact is,therefore, considered less than significant.
r
Mitigation Measure T-1: Evaluate and Monitor Traffic Operating Conditions at Critical
'1 Roadways and Intersections and Implement Measures to Ensure that Operating Conditions
Remain at LOS D or Better
n above for Miti anon Measure T-1 for a detailed discussion of this
Refer to the discussio g
mitigation measure.
r
,. Consistency with General Plan and Other Planning Policies
The proposed project is consistent with the General Plan to the extent that it accommodates
' r the growth of air commerce and general aviation needs of the County, while minimizing
environmental and land use impacts. The project would also promote Stockton Metropolitan Airport
for commuter and long-distance passenger flights and for air cargo and will continue to improve
• . public awareness of the advantages of Stockton Metropolitan Airport. The proposed project is
consistent with General Plan guidelines, which state that the County shall maintain a Level of
f Service no lower than "D" at intersections and roadways.
t
S Stockton Metropolitan Airport Project Chapter 7.
