Statement of Fact <br /> This impact will be reduced by the following: <br /> The Department of Aviation shall develop and implement a comprehensive drainage <br /> plan as part of the Special Purpose Plan to ensure that changes in runoff on the project <br /> site as a result of development do not increase peak flow rates exiting the airport <br /> property. All improvements or modifications to drainage systems shall be designed and <br /> constructed according to San Joaquin County Department of Public Works standards. <br /> The comprehensive drainage plan shall be reviewed and approved by the Department of <br /> Public Works before grading permits are issued. Any modifications to facilities located <br /> within the Stockton city limits shall comply with the City's Storm Water Management <br /> Plan. <br /> A-2 Potentially Significant Impact: Increased Flight Safety Hazard (Impact QW-2) <br /> Detention basins for storm water runoff within the flight line area of the airport property may pose <br /> a flight safety hazard as a result of the attraction of waterfowl to the basins and ponds. Birds <br /> landing and taking off from detention basins pose a threat to aircraft using the airport runway. <br /> The detention basins included in the drainage study located between the runways have been <br /> designed to hold water during storm events for short periods of time. The detention ponds at the <br /> north end of the runway are expected to have water in them for approximately 240 hours during <br /> a 100-year storm. Because the ponds have been designed to hold water for a relatively short <br /> period of time, it is expected that birds would not be greatly attracted to them. Also, the high <br /> noise levels associated with the airport runway will help to deter birds from entering the area. <br /> Findin <br /> Changes or alterations have been required in, or incorporated into, the project which avoid or <br /> substantially lessen the significant environmental effect as identified in the EIR. <br /> Statement of Fact <br /> This impact will be reduced by the following: <br /> • The detention basins have been designed to minimize the period of time that water will <br /> be standing. <br /> After construction of the basins,the Department of Aviation shall evaluate the degree to <br /> which waterfowl are attracted to the detention basins. If necessary, measures will be <br /> incorporated into the design and operation of the detention basins to make them less <br /> attractive to waterfowl. Potential measures include the use of cables or netting stretches <br /> across the basin surface that would restrict bird landings and takeoffs, and hazing <br /> measures, such as automated noise generators. <br /> A-3 Potentially Significant lm act: Tem ora Increases in Construction Related Soil Erosion <br /> During project construction, construction activities could discharge eroded soil, petroleum <br /> products, concrete, and other construction wastes into local drainage channels. Soil and <br /> associated contaminants that enter drainage channels can increase turbidity, stimulate the <br /> growth of algae, increase sedimentation of aquatic habitat, and introduce compounds toxic to <br /> San Joaquin County ER-96-1, et al\Stockton Airport <br /> Community Development Page 26 <br />
