It has not been demonstrated that the
4 Level of Significance of the impact of increases in traffic are "Less that Significant" f•Z
k' before mitigation. The document should identify the assumed roadway improvements
as mitigation measures. Further, 1) this document must identify that the project
r` proponents shall be responsible for their proportionate share of the improvements
1 needed to mitigate to LOS D including a proportionate share of those improvements 90
needed
assumed to be in place in 2015 as well as those needed to mitigate the impacts under
'+ cumulative conditions, and 2) as there is no existing funding mechanism for roadway,
improvements under the City's jurisdiction applied to County projects, a mechanism for •ZC
financial exchange must be clearly identified.
b. As indicated on Page 3-6, the Master Plan assumes that certain roadway improvements
would be in place. None of the roadway improvements identified to be in place in 2015
are fully funded. The Transportation and Circulation Section should address bullet 4 •22
Ft of the March 29, 1996, letter from Dana Cowell, Caltrans District 10, relative to funding
concerns and timing of construction.
FC. The forecasts for this report should be reviewed for consistency with the Arch 1-Z3
Road/State Route 99 and the Arch-Sperry Specific Road Plan projects.
I
F d. The location and proposed use of detention/retention basins and ponds as shown in the
' report may present a serious safety problem. This could lead to waterfowl habitat
development and increased wildlifelavigation conflicts. Historically, detention basins in
the vicinity of the airport have been disallowed. This report should include the following
discussion:
FMansville Ditch drains into French Camp Slough. French Camp Slough is
I presumed to have no available storm drainage capacity. The applicant
1 shall perform the hydraulic analysis to demonstrate that either 1)the project I-2r7
F will not raise the existing maximum water surface elevation, or 2) the
project will not cause water level to encroach into the freeboard space
required by FEMA regulations.
Again, the City`of Stockton would like to thank you for the opportunity to comment on this DEIR.
Should you have any questions or need clarification, please feel free to contact Senior Planner
Dianne Keil Smith at 937-8266 or myself at 937-8444.
F
C
JOHN CARLSON, DIRECTOR
COMMUNITY DEVELOPMENT DEPARTMENT
JC:sI
M Attachments
emc: Dwane Milnes, City Manager w/o attachments
Jim`.Giottonini, Public Works Director w/o attachments
i Morris Allen, MUD Director w/o attachments
{ i Tim Gallagher, Parks & Recreation Director w/o attachments
Sam Mah, Deputy Director, Planning w/o attachments
TAPlANNINGVCMEMOSWROEIR.OKS
Fill
