Letter#1 - John Carlson, Director, Community Development Department, City of Stockton <br /> Response to Comment 1-1. In response to a request from the City of Stockton subsequent to <br /> closure of the public comment period on the DEIR,the proposed general plan amendment area and <br /> ' zone reclassification area has been revised. Figure 3-7, Table 3-2, Table 3-3, and text on pages 3-7 <br /> and 3-9 of the DEIR have been revised to reflect this change. This change has no effect on the <br /> impact analysis or conclusions presented in the DEIR. Figure 3-6 of the DEIR shows the existing <br /> general plan land use designations. Table 3-2 indicates the number of acres associated with each <br /> designation area. The acreage figures in Tables 3-2 and 3-3 have been modified to round the <br /> acreages to the nearest tenth of an acre. The acreage figures have also been modified, as required, <br /> to make the acreage figures consistent with Figures 3-6 and 3-8. The proposed County general plan <br /> amendment arid zone reclassification specifically involves redesignation of the sports complex area <br /> ' from Commercial Recreation (C-R)to Public (P). This reclassification is consistent with the letter <br /> ' from Peggy Keranen dated December 8, 1995, which states that the new Airport Multi-Use (AP/X) <br /> general plan and zoning designation would be applied to the entire airport property. A letter from <br /> ' the commenter (John Carlson) dated January 4, 1996, to Peggy Keranen confirmed that this <br /> reclassification would be acceptable from the City of Stockton's (City's) point of view. Figure 4-1 <br /> shows the City's general plan designations for the project area. The proposed general plan <br /> amendment area is shown in Figure 3-7. The County currently anticipates continued use of the <br /> facility as a sports complex. No additional changes to the DEIR are required. <br /> Response to Comment 1-2. Comment noted. County staff and the project engineer will consider <br /> the suggestions to create a landscape/tree visual buffer between the terminal expansion area and the <br /> sports complex and to install PVC sleeving under paving to connect drainage between open space <br /> areas. No changes to the DEIR are required. <br /> Response to Comment 1-3. Figure 3-5 shows existing and proposed storm drainage facilities and <br /> i identifies the drainage outfalls to Mansville Ditch and Weber's Slough. No changes to the DEIR <br /> r are required. <br /> Response toComment 1-4. As indicated in the DEIR, this information is from a county <br /> groundwater study. No changes to the DEIR are required. <br /> i, <br /> F; <br /> Response to Comment 1-5. It is recognized and discussed on page 5-5 of the DEIR that saltwater <br /> f t intrusion is a major water quality concern for groundwater aquifers in San Joaquin County. <br /> Increased saltwater intrusion resulting from the proposed project could occur if substantial additional <br /> i E groundwater pumping were to be required to supply the proposed project. However, the County <br /> does not intend to draw more groundwater from existing wells on the project site to provide for the <br /> proposed project. As indicated on page 3-12 of the DEIR, the City is to provide water to the airport <br /> P under the terms of existing service agreements. Specifically,the Southern Water System Operation <br /> & Maintenance (SWSOM) Agreement ratified by the City of Stockton and the County in June 1989 <br /> and amended in June 1992 states that the City will administer,operate,maintain, and expand all City <br /> F and County water supply, storage, and transmission facilities in the area in the South Stockton <br /> Master Water Plan area.
