Under the terms of the agreement, the`City is to provide the water"' <br /> `service, but the County, with establishment of a new County Service Area, will be responsible for <br /> constructing; operating, and maintaining distribution facilities on the airport property. <br /> IL <br /> As indicated in the letter from Morris Allen,director of Municipal Utilities, City of Stockton, <br /> in a memorandum dated March 6, 1996, and provided in Appendix A of the DEIR, the City has <br /> indicated that the water demand for the project can be met by constructing a new well in the project <br /> area capable of producing approximately 2,000 gallons per minute. To mitigate for potential <br /> impacts, suchras salinity intrusion and movement of the contaminated groundwater plume from <br /> Austin Road Landfill,and to accommodate the additional demand from the project,Mr. Allen further <br /> states that the South Stockton Aqueduct from the Stockton East Water District treatment plant would <br /> need to be constructed. In addition, he states that an update of the South Stockton Water System <br /> Master Plan is being initiated to reflect the projected needs of the project. In summary, the City has <br /> identified the 'measures required to meet the demands of the proposed project and to mitigate for <br /> potential adverse impacts that could result from meeting the demand. It is beyond the scope of this <br /> program level EIR to provide the environmental review and clearance for projects that the City must <br /> undertake to safely meet the demands of the project and the obligations of the SWSOM agreement. <br /> The environmental effects of these projects will be evaluated in subsequent environmental review. <br /> Table .1-1, page 3-13, Impact PS-4 on page 10-6, and page 5-11 of the DEIR have been <br /> modified to reflect this information. <br /> Response to Comment 1-6. Refer to Response to Comment 1-5. As discussed in Response to <br /> Comment 1-5,,the City has identified measures to avoid adverse effects related to the contaminated <br /> groundwater plume. Page 3-4 of the DEIR has been modified to state that the detention <br /> basin will be constructed within the Stockton city limits and that storm utility facilities constructed <br /> within the City must comply with City and San Joaquin County standards and be approved by the <br /> City and the County's Department of Public Works. <br /> k Response to Comment 1-8. Proposed drainage for the project site is discussed in the Overall <br /> Drainage Studies Report, which is part of the Stockton Metropolitan Airport Master Plan. On <br /> pages 5-6 and'5-7,the DEIR discusses drainage based on the results of the Overall Drainage Studies <br /> VReport. Terminal drainage for the project site goes to Mansville Ditch and Weber Slough. With full <br /> development of the airport, no increase in the rate of stormwater discharge into Weber Slough or <br /> ti Mansville Ditch downstream from the airport will occur. The DEIR recognizes and discusses the <br /> fact that Mansville Ditch and Weber Slough have inadequate capacity to accommodate flows and <br /> identifies a significant impact related to stormwater drainage.
