The description of existing supply facilities provided on pages 10-3 <br /> and 13-5 of the DEIR is considered adequate for this program level EIR. As stated on page 13-5, <br /> specific hookup locations and line capacities for water services that will be needed as the project site <br /> is developed have not been identified. Accordingly, a map of proposed water facilities cannot be <br /> provided. No changes to the DEIR are required. <br /> Response to Comment 1-11. The DEIR has been modified to include background information on <br /> domestic water service in the City of Stockton as Appendix F. This information has beenP rovided <br /> by John Carlson, Director of the City of Stockton Community Development Department, and has <br /> ° been included for general reference. Text has been added to page 10-3 of the DEIR referencing this <br /> supplemental information in Appendix F. As discussed above in Response to Comment 1-5,the City <br /> is to provide water to the airport under the terms of existing service agreements. Specifically, the <br /> SWSOM agreement ratified by the City of Stockton and the County in June 1989 and amended in <br /> June 1992 states that the City will administer, operate, maintain, and expand all City and County <br /> water supply, storage,and transmission facilities in the area within the South Stockton Master Water <br /> ` Plan area. This area as described in the agreement includes all of the Stockton Metropolitan Airport <br /> property. Under the terms of the agreement, the City is to provide the water service, but the County, <br /> with establishment of a new County Service Area, will be responsible for constructing, operating, <br /> and maintaining distribution facilities on the airport property. It is beyond the scope of this program <br /> level EIR to provide the environmental review and clearance for projects that the City must <br /> undertake to safely meet demands of the project and the obligations of the SWSOM agreement. The <br /> environmental effects of these projects will be evaluated in subsequent environmental review. No <br /> f changes to the DEIR are required. <br /> FJResponse to Comment 1-12. This SWSOM agreement is directly applicable to the proposed <br /> project. The SWSOM agreement ratified by the City of Stockton and the County in June 1989 and <br /> amended in June 1992 states that the City will administer,operate,maintain,and expand all City and <br /> F I County water supply, storage, and transmission facilities in the area within the South Stockton <br /> Master Water Plan area. This letter states, "The County may form a County Service Area(CSA) <br /> anywhere within the Exhibit `A' area, and the City must provide water service to the CSA."
