Response to Comment 1-19. Page 6-20 of the DEIR has been modified to provide for mitigation
in the event that the SJMSCP is not approved.
Response to Comment 1-20. Mitigation Measure VW-6 addresses the loss of burrowing owl
habitat. No changes to the DEIR are required.
Response to Comment 1-21A. Table 1-1 provides onlya summa of identified impacts and
summary p
I mitigation measures. A detailed discussion of the traffic impact analysis is provided in Chapter 7,
"Transportation and Circulation". The traffic analysis results presented in Tables 7-5, 7-6, 7-7, 7-8,
7-9, and 7-10 demonstrate that acceptable levels of service i.e. level of service LOS D or
( [LOS] better)
can be achieved if the roadway improvements identified in Table 7-4 are implemented.
i Implementation of Mitigation Measure T-I will ensure that the roadway improvements required to
maintain LOS D or better will be constructed before additional development on the project site that
could result in LOS F or worse is permitted. No changes to the DEIR are required.
r
Response to Comment 1-21B. Identification of funding for anticipated roadway improvements is
not required. Funding for these projects will be the subject of future discussions between the City,
the County, and the California Department of Transportation(Caltrans). These anticipated roadway
improvements include those improvements assumed to be in place in 2015 or needed to mitigate
cumulative traffic impacts. Mitigaton Measure T-I will ensure that planned roadway improvements
are implemented before any planned airport development is implemented that could degrade traffic
operations to worse than LOS D. No changes to the DEIR are required.
F. Response to Comment 1-21C. The County and the City do not have an agreement on a funding
mechanism for County roadway improvement projects under the City's jurisdiction. Funding will
be determined when actual improvements are contemplated. Funding for these projects will be the
1 , subject of future discussions between the City, the County, and Caltrans. Mitig aton Measure T-1
` will ensure that planned roadway improvements are implemented before any planned airport
development is implemented that could degrade traffic operations to worse than LOS D. No changes
to the DEIR are required.
Response to Comment 1-22. Refer to Responses to Comments 1-21A, 1-21B, and 1-21C. No
Fchanges to the DEIR are required.
FResponse to Comment 1-23. The traffic analysis for the proposed project has been prepared to be
consistent with previous studies. To ensure consistency with previous studies in the traffic forecast
modeling, KASL Engineers, the airport traffic engineer for the proposed project, retained TJKM
F. Engineers to conduct traffic forecast modeling for the proposed project. TJKM Engineers is the
traffic engineering firm that prepared the Arch-Sperry Road Specific Plan Traffic Study for the City
of Stockton. No changes to the DEIR are required.
Response to Comment 1-24. The issue of waterfowl attraction and potential conflicts between
wildlife and aircraft is specifically discussed in the DEIR on page 5-8. A significant impact is
identified, along with mitigation to reduce the impact to a less-than-significant level. No changes
to the DEIR are required.
F
Stockton Metropolitan Airport Project Section I. Introduction
Final EIR 1-6 July 20, 1998
f
