Allen, Director of Municipal Utilities
SUBJECT: NOTICE OF PREPARATION OF THE EIR FOR THE STOCKTON
P INCETROPOLITAti APOR'
Per your request, we have reviewed the subject document and have several comments. Please
note that all of our comments are directed to the attachment to the Notice of Preparation entitled
"Initial Study."
F]
Our comments are as follows:
l-b. The following should be added to the statement:
The quality of the groundwater basin will be degraded as a result of two major causes.
! First, salinity intrusion from the Delta will occur due to increased groundwater pumping
iat or near the project location. Second, because of the lowered pumping water levels in
3
Fi the immediate area of the project, the movement of the contaminated groundwater plume
at the Austin Road Landfill will increase its movement from East to West and increase -
the overall extent of the groundwater contamination. To mitigate these impacts, it is
1 anticipated that surface water will be necessary to meet the project's needs and that this
surface water supply will be obtained through the construction of the South Stockton
Aqueduct.
l.c. Historically, detention basins in the immediate vicinity of the airport have been
disallowed, or heavily conditioned, because of their potential to attract waterfowl which
may pose avigational Hazards to the aircraft. As such, the proposed use of detention 22
basins for this project appears contrary to the airports past policies and may present a
F) serious safety problem. This issue should be researched and clamed in the EIR.
8.a & b The storm drainage comments in this item should be revised to reflect the issue cited 14
F, t
above in Item l.c.
F"
F!
