SU-90-10 <br /> The District forsees a problem with CO and fine <br /> particulate (PM-10 ) if the project includes the burning of <br /> wood in fireplaces and stoves . The new EPA certified <br /> stoves and fireplaces have been shown in the laboratory to <br /> have particulate matter emissions from 70 to 90% less than <br /> conventional stoves . Installation of an EPA certified <br /> fireplace inserts and stoves is recommended. <br /> Mitigation measures which apply after the construction <br /> phase is a complete comprehensive set of strategies <br /> designed to influence travel behavior with respect to <br /> travel mode, time of travel , travel frequency, route used, <br /> or distance traveled. Transportation Control Measures <br /> (TCM) while , primarily limited to employers , programs for <br /> residential projects are of great concern to the District . <br /> Trip reduction measures may typically include bicycle <br /> lanes and community parks . <br /> In addition, all mitigation measures should be implemented <br /> as conditions of approval for the project with significant <br /> adverse air quality impacts unless findings or not <br /> feasible , specific to each mitigation measure, are made <br /> which can be logically supported by evidences in the <br /> public record (CEQA Guidelines Section 15091 (a) ( 3 ) . <br /> It is recommended that the mitigation measures found <br /> feasible, be implemented in the order in which they are <br /> listed in this letter until the impacts have been <br /> mitigated to below the significance threshold. <br /> Projects may propose other mitigation measures not <br /> included in this letter. Applicant ( s ) and the lead agency <br /> should consult with San Joaquin County APCD prior to <br /> including miscellaneous mitigation measures in the <br /> environmental document.. <br /> The District appreciates the opportunity to comment.
