Draft Supplemental Environmental Impact Report Page IV.D-16 <br /> Forward Inc.Landfill 2018 Revised Project <br /> Potential Impacts and Mitigation Measures <br /> Criteria of Significance <br /> According to Appendix G of the CEQA Guidelines a project may be deemed to have a <br /> significant effect on the environment if it would: <br /> • Conflict with or obstruct implementation of the applicable air quality plan(s); <br /> • Violate any air quality standard or contribute substantially to an existing or projected air <br /> quality violation; <br /> • Result in a cumulatively considerable net increase of any criteria pollutant for which the <br /> project region is non-attainment under an applicable federal or state ambient air quality <br /> standard (including releasing emissions which exceed quantitative thresholds for ozone <br /> precursors); <br /> • Expose sensitive receptors to substantial pollutant concentrations;or <br /> • Create objectionable odors affecting a substantial number of people. <br /> Also,to address GHG emissions, a project may be deemed to have a significant effect on the <br /> environment if it would: <br /> • Generate GHG emissions, either directly or indirectly, that may have a significant <br /> impact on the environment;or <br /> • Conflict with an applicable plan,policy,or regulation adopted for the purpose of <br /> reducing the emissions of GHGs. <br /> Consistent with CEQA Guidelines Appendix G, the SJVAPCD has established thresholds of <br /> significance that may be relied upon in assessing construction impacts,project operations and <br /> cumulative impacts. <br /> The SJVAPCD's GAMAQI includes significance criteria for evaluating construction emissions, <br /> operational-phase emissions from permitted equipment and activities, and operational-phase <br /> emissions from non-permitted equipment and activities. Construction emissions, operational- <br /> phase emissions from permitted equipment and activities, and operational-phase emissions <br /> from non-permitted equipment and activities are evaluated separately and compared to the <br /> significance criteria. Non-permitted equipment and activities include on-road mobile sources <br /> and off-road equipment and do not include permitted equipment/activities (stationary sources) <br /> covered under permit with the SJVAPCD. For this analysis,the project would be considered to <br /> have a significant effect on the environment if it would exceed the following thresholds: <br /> • Cause a net increase in pollutant emissions of reactive organic gases (ROG) or NOX <br /> exceeding 10 tons per year. ' <br /> • Cause a net increase in pollutant emissions of PM,o or PM2.5 exceeding 15 tons per year. <br /> • Cause a net increase in pollutant emissions of SOX exceeding 27 tons per year. <br /> • Cause a net increase in pollutant emissions of CO exceeding 100 tons per year. <br />
