(Same as 2013 FEIR Mitigation Measure D.1.): The applicant shall <br /> comply with Regulation VIII and implement the following control measures during <br /> construction: <br /> • The applicant shall submit a Dust Control Plan subject to review and approval of the <br /> SJVAPCD at least 30 days prior to the start of any construction activity on a site that <br /> includes five acres or more of disturbed surface area. <br /> Specific relevant control measures for construction,excavation,extraction, and other <br /> earthmoving activities required by the SJVAPCD include: <br /> • All disturbed areas, including storage piles not actively utilized for construction ' <br /> purposes, shall be effectively stabilized using water, chemical stabilizer/suppressant,or <br /> covered with a tarp or other suitable cover or vegetative ground cover in order to <br /> comply with Regulation VIII's 20 percent opacity limitation. <br /> • All onsite unpaved roads and offsite unpaved access roads shall be effectively stabilized <br /> using water or chemical stabilizer/suppressant. <br />
