April 4, 2012 <br /> Haul trucks carrying easily airborne material shall be covered during <br /> transport and sprayed with water prior to dumping if it is shown that this <br /> would reduce dust emissions during off-loading activities within the landfill. <br /> Current Status: Forward's haul trucks do not typically carry easily airborne <br /> material. When easily airborne materials, such as dry ash, are transported <br /> on site,the materials are sprayed with water during off loading. <br /> 1. 23 Austin 1994 (G1.0, Austin 2000(G1.0 <br /> The landfill operator shall restrict truck and equipment travel over loose, <br /> uncompacted, unpaved surfaces. <br /> Current Status: Forward routes trucks to active waste management units <br /> over compacted roadways. <br /> m. 24 Forward 1993 (D5) <br /> A particulate/meteorological monitoring station should be installed on the <br /> project site, preferably near the site boundary with one of the closer <br /> residential receptors. This monitoring station should be operational for a <br /> minimum of six months during the dry season (April-September) before <br /> landfill activity begins to intensify as a result of project implementation. <br /> Data should be collected daily during this baseline period, during the <br /> landfill's transition to higher project-related activity levels, and during the <br /> landfill's peak operational phases thereafter. If the more intensive landfill <br /> operations are found to increment the 24-hour average of the annual <br /> average PM10 levels by more than 5 ug/m3 over baseline, respectively, <br /> even with the implementation of all the above-mentioned dust controls, <br /> further dust control measure and/or limits on the amount of waste received <br /> at the site may be necessary to control PM10 impacts. <br /> Current Status: The PM10 station was installed and monitored for several <br /> months in 2008. Monitoring was also conducted from April to September in <br /> 2009,2010,and 2011 and will be continued in 2012. <br /> n. 25 Forward 1993(D6) <br /> Forward, Inc. shall schedule regular deliveries of waste at the landfill to <br /> minimize queuing and idling. <br /> Current Status: Deliveries of waste to the landfill are generally scheduled in <br /> advance. <br /> o. 26 Austin 1994 (G2.b), Austin 2000(G2.b) <br /> The idling of all internal combustion equipment shall be limited to ten <br /> minutes at any given time. <br /> Page 36 <br />
