April 4, 2012 <br /> to using a total of 17 pieces of equipment over 15-year or less <br /> replacement scenarios. <br /> Current Status: Forward limits operations to seventeen pieces of diesel <br /> powered landfill operating equipment at any given time. <br /> u. 35 (E.4) <br /> Proposed as Part of the Project: <br /> Where required by State and Federal regulations, the landfill gas <br /> monitoring, gas control and collection system will be installed, extending to <br /> the new areas of the expanding landfill and operating in conformance with <br /> applicable regulations. <br /> The existing gas extraction system, or an equivalent system, will continue <br /> to operate. <br /> Regular gas monitoring will be conducted to prevent explosive or toxic gas <br /> accumulation in onsite buildings or beneath temporary buildings. The <br /> landfill operator will install an automatic combustible gas detection and <br /> alarm system for structures at the site. <br /> Current Status: Forward has installed landfill gas monitoring and control <br /> systems in accordance with State and Federal regulations and expanded these <br /> systems in 2011. The existing landfill gas extraction system has also been <br /> maintained. A new Landfill Gas to Energy Facility has been permitted by <br /> Ameresco and will be constructed in the northeast corner of the site,adjacent <br /> to the existing flare. Routine landfill gas monitoring is performed to prevent <br /> explosive or toxic gas accumulation in onsite buildings or beneath temporary <br /> buildings. Automatic combustible gas detection and alarm systems have <br /> been installed in onsite structures. <br /> v. 39 (E.8) <br /> Identified in EIR: <br /> Forward Landfill shall continue to test all known water supply wells within <br /> the area of the mapped and projected groundwater plume. Groundwater <br /> monitoring test shall be performed quarterly at all downgradient private <br /> wells at risk. Where detectable VOCs have historically been reported, <br /> bottled water shall continue to be supplied by the applicant (as is currently <br /> being done for two affected households) until the well sample analytical <br /> results show no detectable VOCs for four consecutive quarterly sampling <br /> events. Other offsite private wells such as the CYA wells that have not <br /> been adversely affected by the plume shall continue to be monitored and if <br /> VOC-contamination is reported then replacement water shall be provided <br /> by the applicant, if requested.
