April 4, 2012 <br /> As the top and side slopes of the landfill reach final grades, native or drought- <br /> tolerant trees, shrubs, grasses, and wildflowers will be planted on the final <br /> slopes and top. Working faces are minimized to the extent feasible. <br /> Dense screening vegetation consisting of oak trees, oleander, and onsite <br /> berms exist along Austin Road in the area of the original Forward Landfill. <br /> Current landfill operations are being performed in the former Austin Road <br /> Landfill expansion area, at least 1000-ft west of Austin Road. This area is a <br /> sufficient distance away from Austin Road to shield residents and motorists <br /> along Austin Road from views of landfill operations. As discussed under <br /> Item 14 above, fencing exists around the entire site. <br /> (17) 84 (K.4) <br /> Proposed as Part of the Project: <br /> The use of highly reflective surface materials in constructing structures on <br /> the site will be restricted. <br /> Exterior building materials will be painted or otherwise treated with muted <br /> earthtone colors. <br /> Lighting for nighttime operations at the working face and other landfill <br /> facilities shall consist of sodium lamps with sharp cutoff angles and <br /> downward shielding and, to the extent feasible, shall be oriented in a <br /> direction that is not visible from off-site locations. <br /> Current Status: No structures are currently planned to be constructed. The <br /> existing onsite structures are painted in earthtone colors. Lighting for <br /> nighttime operations consists of sodium lamps with sharp cutoff angles and <br /> downward shielding and is oriented, to the extent feasible, to not be visible <br /> from off-site locations. <br /> Identified in EIR: <br /> Implement the procedure proposed as part of the project under Mitigation <br /> Measure 37 (K.3), above: Dense screening vegetation shall be planted <br /> along the Austin Road boundary of the site, with sufficient height and <br /> density at maturity to shield residents and motorists along Austin Road <br /> from views of landfill operations, including nighttime disposal operations. <br /> For any future locations of the working face at which the screening <br /> vegetation in the Mitigation Measure above would not shield residents and <br /> motorists along Austin Road from night lighting, the project sponsor shall <br /> install temporary screens at the working face to block night lighting from <br /> residences and motorists along Austin Road. <br /> Page 8 <br />
