SCREENING: Screening shall be provided and comply with the following: (1) Al! storage materials and related activities, including storage areas for trash, shall be enclosed by - a screen six (6) to eight (8) feet in height. Items stored within one hundred (100) feet of a dedicated street or residential zone shall not be stacked higher than two (2) feet above the adjacent screen. SIGNS: The sign plan titled Travel Centers of America Exterior Sign Program and dated December 20, 2002, is approved as.part of this project(Development Title Section 9-1710.40]). Signs shall be consistent with the Flag City Special Purpose Plan for signs (PP-94-2). That plan prohibits pole signs for individual projects. All portions of any sign shall be set back a minimum of five(5) feet from any future right-of-way line, including any corner cut-off (snipe). (Development Title Section 9- 1710.2[g]) 2. DEPARTMENT OF PUBLIC WORKS (Staff Contact: Gabriel Karam, 468-3000) . a. The applicant shall apply for.abandonment of a portion of Banner Street after project approval and prior to the issuance of building permits. A utility easement shall be dedicated to the County ,over existing utilities. b. An encroachment permit shall be required for work within the road right-of-way. (Development Title Sections 9-1145.4 and 9-1145.5) c. The driveway approach shall be improved in accordance with the requirements of San Joaquin County Standards CW-C11 or CW-C12 prior to issuance of the occupancy permit. (Development Title Section 9-1145.5) d.. The Traffic Impact Mitigation Fee will be required for this development. The fee is due and payable at the time of building permit application. The fee currently is$170.16 per daily trip-end generated in the Lodlarea. The fee shall be automatically adjusted July 1 of each year by the Engineering Construction Cost Index as published by the Engineering News Record. (Resolution R-00-433) e. A copy of the Final Site Plan shall be submitted prior to the release of building permits. f. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is required upon submittal of verification. g. The applicant shall obtain a Storm Water Pollution Prevention Plan (SWPPP) permit from the State Water Resources Control Board prior to the beginning of any construction. h. The existing lots shall be shown on the improvement plan. The lot merger shall be in conformance with the California Subdivision Map Act. i. The applicant shall install an emergency access gate at the cul-de-sac on the west terminus of Banner Street. j. The applicant shall enter into an agreement with San Joaquin County that allows the emergency iaccess to be converted to a permanent egress when warranted by traffic conditions.
