QUALIFICATIONS <br /> ' LOCAL EXPERIENCE <br /> CITY OF LODI—LODI SHOPPING CENTER EIR <br /> This EIR addressed the potential impacts resulting from a proposed 350,000 square-foot <br /> retail commercial center (including a 220,000 square-foot Wal-Mart Supercenter) on a 40- <br /> acre site at the western edge of Lodi. Given that the project involved the last undeveloped <br /> F quadrant at the intersection of two major arterial roads, the primary issues to be resolved <br /> were impacts to traffic operations and vehicular site access. The inclusion of a 70,000 <br /> square-foot grocery component by Wal-Mart resulted in the preparation of a comprehensive <br /> t economic impact study to identify potential impacts on other grocery stores in the City, <br /> which was needed to determine the potential for indirect physical impacts resulting from the <br /> I possible closure of competing stores. While the environmental document prepared by PMC <br /> was a full EIR, the remaining analysis was focused on the following issues: conversion of <br /> prime agricultural land, regional air quality, hydrology and water quality, aesthetics and <br /> visual impacts, operational noise impacts, and soil contamination from past agricultural. <br /> CITY OF MODESTO—INITIAL STUDY/ MITIGATED NEGATIVE DECLARATION <br /> PMC has been retained to prepare CEQA and NFPA documentation for two separate park <br /> ? facilities'in the City of Modesto. One project proposes construction of a service facility in <br /> I <br /> the existing 7-acre James Marshall Neighborhood Park and the other includes analysis and <br /> preparation of environmental documents in conjunction with the master planning of the 22- <br /> acre Sutton Community Park. An Initial Study/ Mitigated Negative Declaration is expected <br /> for eachproject. <br /> CITY OF.TRACY—PUBLIC BUILDINGS MASTER PLAN <br /> PMC prepared an expanded initial Study and Mitigated Negative Declaration for an update <br /> to the City's Master Plan. The focal point of the project was a planned expansion of the <br /> ._ Civic Center in response to planned community growth over the next 20 years. In addition <br /> to expansion of City Hall/Council Chambers, the project included construction of a new <br /> public plaza and parking areas, as well as long-term plans for expansion of annex facilities <br /> for the Public Works Department. Key environmental issues included impacts to the City's <br /> downtown circulation system, design, and land use. <br /> CITY OF TRACY—CONCENTRIC PROJECT PROCESSING AND CEQA COMPLIANCE <br /> PMC is continuing. to serve as an extension of city staff to process Planned Unit <br /> Developiierit (PUD) applications for a series of major development plans within the City. <br /> F„1 As part of this program, PMC staff has been directed to prepare initial studies, conduct <br /> design review, and process the development applications simultaneously as each application <br /> is submitted. PMC staff is also managing the environmental review for each project as part <br /> of this continuing contract. For this program, PMC will ensure the technical adequacy of all <br /> FJ` <br /> documentation submitted to the City, conduct CEQA-level environmental analyses, ensure <br /> consistency of the development proposal with the goals and policies of the City's Urban <br /> Management Plan, and coordinate the applicants' efforts for proposal submittals.
