QUALIFICATIONS <br /> CITY OF TRACY—TRACY HILLS SPECIFIC PLAN ANNEXATION <br /> PMC staff assisted the City of Tracy in annexing approximately 2,400 acres to the City. The <br /> F4" Specific.Plan provides for a wide range of .band uses, including residential, commercial, ' <br /> r office, light industrial and open space/recreation. PMC prepared a municipal services plan <br /> addressing how the City would ensure provision of key services and infrastructure, and <br /> made presentations to the San Joaquin County LAFCo Commission. Key annexation issues <br /> F, involved water supply planning and the sequential development of lands within the project <br /> t area. <br /> CITY OF TRACY—TRACY LEARNING CENTER ANNEXATION <br /> -- PMC is'preparing an EIR for the Tracy Unified School District's planned Tracy Learning <br /> Center, a 61-acre campus designed for up to 2,400 K-12 students. PMC is also providing <br /> assistance to the School District in preparing necessary documentation and in making <br /> presentations to the LAFCo Commission to support planned annexation of the campus to the <br /> City of Tracy. Annexation issues focus on provision of key City services (including water and <br /> F41 <br /> wastewater to be.provided by the City) and coordination of improvement requirements with <br /> other planned developments.in the project area. <br /> Eli <br /> CITY OF TRACY—DOWNTOWN REVITALIZATION STUDY <br /> PMC staff prepared a downtown revitalization study for the Tracy Community Development <br /> Agency. The study focused on trends in downtown office and retail activity and provides <br /> the client with a general "vision" for revitalization.of a seven-block downtown area. The <br /> study also offers specific recommendations related to physical improvements, optimal tenant <br /> mix and promotional activities that will ensure the viability and attractiveness of this <br /> F traditional downtown. Of key concern was the identification of strategies to offset any <br /> f negative impacts that might be generated to the downtown when a proposed promotional <br /> retail center is completed outside of the downtown. In addition, the Agency is concerned <br /> with strategies to link a proposed multi-modal station with downtown activities. <br /> CITY OF ESCALON - CONTRACT STAFF ASSISTANCE <br /> F-1 PMC provided staff assistance to the City of Escalon during a period of departmental <br /> vacancy. PMC staff assistance included the processing of subdivision maps which involved <br /> rGeneral Plan amendments, rezoning, annexation requests, and environmental assessments. <br /> CITY OF OAKDALE—CONTRACT STAFF ASSISTANCE/SPECIFIC PLAN PROCESSING <br /> PMC currently has one full time planner serving in an associate capacity for the City of <br /> i Oakdale to assist with the processing of nine separate specific plan areas proposed for <br /> development. PMC staff successfully coordinated with city staff, Planning Commission and <br /> City Council to develop a clear and usable specific plan ordinance, designed to set <br /> Pi parameters for the contents and detail levels of the specific plan documents. <br /> LODI <br /> For the City of Lodi, PMC staff provided contract code enforcement services, including field <br /> inspections, staff training, and special projects in Substandard Housing, Zoning, Nuisance, <br /> and Vehicle Abatement. <br /> k <br /> s <br /> San Joa uin Counj Community Development Department <br /> i39 <br /> I <br />
