His responsibilities included design and review of new and modified systems, signal timing and <br /> development of signal coordination plans for five arterial systems. <br /> F <br /> His background includes development of Traffic Calming facilities including the use of speed humps, <br /> chokers,traffic circles and roundabouts. He has prepared plans, specifications and estimates for these <br /> various types of devices and has also managed the public participation portion to ensure neighborhood <br /> input. Mr. Recker's experience in the public sector allows him to see projects from different viewpoints, <br /> �k thus enabling projects to be designed more efficiently and to the standards set by various agencies. <br /> 1i <br /> Throughout his career, Mr. Flecker has developed firm working relationships with various city, county and <br /> state agencies. . Those relationships, combined with familiarity with applicable standards, policies and <br /> precedents,have been used to complete and process PS&E in a timely manner. <br /> Before joining kdANDERSON Transportation Engineers, Mr. Flecker served in Public Agency positions <br /> with the City of Davis, City of Portland and City of Beaverton, Oregon.
