Development Committee -3-
QX-94-1
TRAFFIC/CIRCULATION:
The pre-application contains no information regarding the number
of employees, the number of truck and auto trip ends that are
expected to be generated, or the proposed haul routes for trucks
arriving at or leaving the excavation and processing areas.
Given the assumption that project related traffic will use Bird
Road, State Route 132, and Interstate 5 as primary haul routes
and the traffic impacts identified through the preparation of an
Environmental Impact Report (EIR) for the Teichert Quarry located
north of the project site, the project can be expected to
generate significant traffic impacts. 'Additional comments
regarding those impacts and the need for traffic analysis are
expected from the Department of Public Works and Caltrans.
In the event that a traffic analysis is required, the scope ' of
that study should address the project's impacts on the area's
County roadways and intersections, as well as on. State Route 132
and Interstates 5 and 580. No-waction-,cafi7]a '.taken' on ''they-`project, i
unti.lm'itsbeen'afialyzed'•and '
necessary mtzgatioriiaeasuresdevelroped.
NOISE:
According to the County's Noise Contour Study for- 2005, the .
project site is located within the 65 db noise contours for both
J
Interstates 5 and 580. Because this is not a residential
project, that fact is not expected to be a, concern. ' In addition,
the project itself is not expected to significantly affect the,
noise contours. However, as noted above under "Land Use
Conflicts, " the noise impacts from the project have' the potential
to significantly and adversely affect off-site uses. Additional"
analysis will be required to fully assess those potential impacts
and to develop appropriate mitigation measures.
WATER QUALITYIQUANTITY: _
The pre-application states that there will be no adverse impacts
related to water usage because processing water will be recycled
and because make-up water will be pumped at the same rate as- for
the existing operation. The pre-application notes that the. .
.existing Qua_--rry*txcavation permit expiresinx19-96:'x. Because
approval of the project will permit the continued use4of#Jwel-ls%,
for forty, orxmore4tyearsbbeyond the. date that they would otherwise
be,&shut1Foffr the project will .have `an impact on the area 's water
supply.
