M. Modifications or alterations to the outside of the building may be permitted subject to <br /> approval of the Community Development Department and the State Office of Historic <br /> Preservation and subject to compliance with the State Historical Building Code. <br /> 2. DEPARTMENT OF PUBLIC WORKS: <br /> a. The Traffic Impact Mitigation Fee will be required for this development. The fee is due <br /> and payable at the time of building permit application. The fee currently is$4,997.00 per <br /> 1,000 gross square feet of building designated as 'Retail Service' in the Lathrop area <br /> The fee may be reduced by a credit from previous use of the building. The fee shall be <br /> automatically adjusted July 1 of each year by the Engineering Construction Cost Index <br /> as published by the Engineering News Record. (Resolutions R-90-304 & R-91-1025) <br /> b. The private access road and the access approach on Bowman Road shall, at a minimum, <br /> be improved in accordance with the requirements of Uniform Fire Code Section 10.207, <br /> San Joaquin County Standards F-1 a, F-1 b, F-1 c, and R-17, and the French Camp- <br /> McKinley Fire District prior to issuance of the occupancy permit (Development Title <br /> Section 9-1145.5). The improvements shall be installed witin six months of the <br /> application's effective date and consist of six inches of aggregate base or equivalent with <br /> I a chip seal wearing surface. <br /> C. An Encroachment Permit shall be required for work within the road right-of-way. <br /> (Development Title Section 9-1145.2) <br /> d. Alternate access to the levee adjacent to the Changing Tides Bar and Marina shall be <br /> provided if existing access is blocked by the most southerly parking area (Development <br /> Title Section 9-1015.5. Details shall be included on the Improvement Plan. <br /> 3. PUBLIC HEALTH SERVICES: <br /> a. State on the Improvement Plan the maximum number of employees and patrons the <br /> sewage disposal system is being designed for and that the leach field area will be <br /> barricaded so that it cannot be driven over, parked on, or used as a storage area. This <br /> leach field area must be used for that specific purpose only and cannot contain any <br /> underground utility lines. The Improvement Plan shall show a 200 percent replacement <br /> area for the existing septic system and shall contain the above-required note. <br /> b. The required Ordinance repair for the existing commercial septic system upon failure shall <br /> E be the following: <br /> t <br /> r (1) 2000-gallon septic tank installed in series with existing tank. <br /> (2) 550 feet of leach line or equivalent system. <br /> The repaired septic stem shall maintain a min' - <br /> p p y mum 100 foot separation from the <br /> existing well, possibly requiring the relocation of the well. <br /> C. Refuse, garbage, and other solid waste material must be stored, removed, and <br /> transported to an approved landfill in accordance with San Joaquin County Ordinance <br /> 2887, Section 5-2400, within five weeks of the application's effective date. <br /> Conditions of Approval - 3 - UP-92-31 <br />
