Merger <br /> The project site involves two parcels, APNs 101-290-11 and -13. The proposed truck <br /> scale and proposed retention pond bisect the two parcels. As a Condition of Approval, <br /> the applicant must merge the two parcels or relocate the proposed development to be <br /> conducted on a single parcel. <br /> Access & Circulation <br /> Development Title Section 9-1015.5(h) (1) states, "Access driveways shall have a width <br /> of no less than twenty-five (25) feet for two-way aisles and sixteen (16)feet for one-way <br /> aisles." The Improvement Plan shall clearly delineate the circulation pattern for vehicular <br /> traffic. <br /> Parkin <br /> The applicant is proposing to construct a 38,400 square foot building and expects 8 <br /> employees. Development Title Table 9-1015.3(a) states that for the General Industrial- <br /> Intermediate use type, 2 parking spaces must be provided for each 1,000 square feet of <br /> building area and .5 parking spaces must be provided for each employee. As a result, <br /> 78 parking spaces would be required, including 4 accessible spaces, one of which shall <br /> be van accessible. 21 parking spaces are depicted on the Site Plan. Development Title <br /> Section 9-1015.9 states that requirements of the chapter may be modified by the <br /> Director in cases in which, due to the unusual nature of the establishment proposed or <br /> the development proposal submitted for it, the requirements set forth in the Development <br /> Title may be considered insufficient or excessive. The applicant shall comply with the <br /> parking requirements on the Improvement Plan or submit a letter requesting a <br /> modification from the parking requirements prior to this item being heard before the <br /> Planning Commission hearing. <br /> The guidelines for parking stall dimensions for automobiles are a minimum of twenty (20) <br /> feet long by nine (9) feet wide (Development Title Section 9-1015.5). The handicapped <br /> accessible parking space must be twenty (20) feet long by seventeen (17)feet wide <br /> (nine (9) feet wide parking area and an eight (8)foot wide loading and unloading area) <br /> (Development Title Section 9-1015.5). The surfacing of all permanent parking lots <br /> including parking spaces, driveways and maneuvering areas shall be surfaced and <br /> permanently maintained with asphalt concrete or Portland cement concrete to provide a <br /> durable dust free surface. The location, surface material, and dimensions for automobile <br /> stalls must be shown on the Improvement Plan. <br /> Landscaping <br /> Development Title Section 9-1020.8 (a) states all areas not used for building, parking, <br /> driveways, walkways, or other permanent facilities shall be landscaped. A minimum ten <br /> (10)foot wide landscaped strip, respecting the ultimate right-of-way width of Harding Way <br /> shall be installed across the frontage of the project site. (Development Title Section 9- <br /> 1020.8) Development Title Section 9-1020.5 states parking areas with more than twenty <br /> (20) stalls shall provide a minimum of five percent (5%) of landscaping within the <br /> perimeter of the parking area, not including landscaping along the street frontage. One <br /> tree shall be required for each five (5) parking stalls, or portion thereof, and shall be <br /> located throughout the parking lot. As a result, 17 trees will be required for the proposed <br /> project. <br /> 2 <br />
