The application has been tentatively scheduled for the Planning Commission meeting on <br /> July 19, 2012. The Community Development Department has reviewed the Use Permit <br /> application and responses from other agencies, and providing any outstanding issues <br /> have been resolved, will be recommending that the Planning Commission approve the <br /> project subject to the following conditions: <br /> Use Permit Application No. PA-1200100 was approved by the San Joaquin County <br /> Community Development Department on . The effective date of approval is . This <br /> approval will expire on , which is 18 months from the effective date of approval, <br /> unless (1) all Conditions of Approval have been complied with, (2) all necessary <br /> building permits have been issued and remain in force, and (3) all necessary permits <br /> from other agencies have been issued and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements <br /> shall be fulfilled prior to the establishment of the use and the issuance of any <br /> building permits. Those Conditions followed by a Section Number have been <br /> identified as ordinance requirements pertinent to this application. Ordinance <br /> requirements cannot be modified, and other ordinance requirements may apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Mo Hatef, 468-8477) <br /> a. BUILDING PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING <br /> PERMIT'. The Site Plan required as a part of the building permit must be prepared <br /> by a registered civil engineer or licensed architect. This Plan must show drainage, <br /> driveway access details including gates, on-site parking, landscaping, signs, <br /> existing and proposed utility services, and grading (refer to the"SITE PLAN CHECK <br /> LIST' for details). Foundation and soils investigation shall be conducted in <br /> conformance with Chapter 18 of the California Building Code at the time of permit <br /> application. A fee is required for the Site Plan review. (Development Title Section <br /> 9-884). <br /> b. APPROVED USE: This approval is for the conversion of a wholesale lumber yard <br /> to an agricultural fertilizer manufacturer and distribution facility that will constructed <br /> in two phases over a three year period. Phase One, building permits to be <br /> issued within eighteen months from the effective date of approval, includes the <br /> construction of a 14,400 square foot storage building with truck docks, storage <br /> area for eighteen 30,000 gallon tanks, and underground plumbing piping. Phase <br /> Two, building permits to be issued within three years from the effective date of <br /> approval, includes the construction of three 500,000 gallon storage tanks, <br /> extension of the existing rail spur, construction of a new rail spur, a 7,200 square <br /> foot addition to the manufacturing building, a 16,800 square foot addition to the <br /> warehouse building for dry material storage, a truck scale, and relocation of the <br /> retention pond as shown on the Site Plan dated May 24, 2012. (Use Type: <br /> General Industrial-Intermediate) <br /> c. MERGER APPLICATION: For Phase One, a merger application shall be applied <br /> for and finaled before issuance of building permits. <br /> d. CAPITAL FACILITY FEE: This project may be subject to the Capital Facility Fee. <br /> If the Capital Facility Fee is applicable, the County shall collect the fees before the <br /> issuance of any building permits.
