U U e. PARKING: Off-street parking shall be provided and comply with the following: (1) All parking spaces, driveways, and maneuvering areas shall be surfaced and permanently maintained with base material of appropriate depth and asphalt concrete or Portland cement concrete to provide a durable, dust free surface. Bumper guards shall be provided where necessary to protect adjacent structures or properties. (Development Title Section 9-1015.5[e]) (2) A minimum of thirty(30) parking spaces shall be provided, including two (2) accessible+ spaces, one of which shall be van accessible. Accessible spaces shall be located as close as possible to the primary entrance (C.C.R., Title 24). Parking spaces may be phased as follows: A. Phase I: Ten (10)spaces shall be provided, including one(1)van accessible space. B. Phase II: An additional twenty (20) spaces shall be provided, including one (1) additional accessible space. (3) One bicycle parking rack or storage device is required for every 20 parking spaces. (Development Title Section 9-1015.7) f. LOADING:Three(3) loading spaces shall be provided. Each space shall be a minimum of 25 feet in length and 15 feet in width and shall have a minimum height clearance of 14 feet. On-site driveways and maneuvering areas may be used in lieu of one of the loading spaces as long as maneuvering areas for delivery vehicles are provided. (Development Title Section 9-1015.6) g. ACCESS AND CIRCULATION: The following requirements apply and shall be shown on the Site Plan: (1) Access driveways shall have a width of no less than twenty-five (25) feet for two-way aisles and sixteen (16) feet for one-way aisles, except that in no case shall driveways designated as fire department access be less than twenty(20)feet wide(Development Title Section 9-1015.4[h]). h. LIGHTING: Lighting shall be provided and comply with the following: (1) If the parking area is to be used at night, parking lot and security lighting shall be installed. (Development Title Section 9-1015.5[g]) (2) Any lighting shall be designed to confine direct rays to the premises. No spillover beyond the property lines shall be permitted except onto public thoroughfares, provided, however, that such light shall not cause a hazard to motorists. (Development Title Section 9-1015.5[g][4]) i. LANDSCAPING: Landscaping shall be provided and comply with the following: (1) A minimum ten (10) foot wide landscaped strip shall be installed across the frontage of the project site. (2) All areas not used for buildings, parking, driveways, walkways, approved outdoor storage areas, or other'permanent facilities shall be landscaped.
