Adjustment to improvements shall be made to provide for two-way traffic and for <br /> temporary cul-de-sacs as well as utility systems modifications to conform to County <br /> standards where the subdivision is to be recorded in phases. (Development Title Section <br /> 9-1100.3) <br /> M. A Preliminary Soils Report is required in accordance with County standards for the <br /> purpose of determining the R-value for the design of the roads. (Development Title <br /> Section 9-910.2) <br /> n. All utilities shall be underground except power transmission facilities of 35 KV or greater. <br /> Public utility easements shall be provided along the road frontage of the subdivision and <br /> as required by the public utility companies. (Development Title Section 9-1155.2) <br /> o. The subdivider shall agree to and shall pay service fees for the County-provided utility <br /> services in an amount equal to the estimated fees for the period from the time the <br /> improvements are accepted until the effective date of assessment on the tax roll. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control <br /> Devices and San Joaquin County Standards, and they shall be shown on the <br /> improvement plans. (Development Tale Section 9-1150.2) <br /> q. Access rights shall be dedicated and restricted for Lots 63 through 75 along the frontage <br /> of Brandt Road. Access rights shall be dedicated and restricted for Lots 1 through 12, <br /> 76 through 85, 213, 214, 217, and 218 along the frontage of Jack Tone Road. Access <br /> rights shall be dedicated and restricted for Lot 216 along the frontage of Sharon Drive. <br /> (Development Title Section 9-1150.5) <br /> r. The streets which are stubbed for future extension shall require temporary turnarounds. <br /> Provisions shall be made for removal of the temporary turnarounds upon demand by the <br /> County, including security to ensure the removal. Adjacent property owners shall be <br /> given notice of the temporary nature of the turnarounds and the provisions for removal <br /> in the future. (Development Title Section 9-1150.2) <br /> S. The 100-year flood is not defined for this branch of Bear Creek. Therefore, additional <br /> studies shall be conducted to determine whether any portions of the proposed <br /> development is subject to the 100-year flood. In addition, the Flood Control District's <br /> Interim Flood Hazard Reduction Policy shall apply to this proposed subdivision. <br /> (Development Title Section 9-1605.14) <br /> t. The intersection of Brandt Road and State Route 12/88 shall be improved by constructing <br /> a westbound left-tum lane and a northbound right tum/decleration lane.
