Item No. 1 <br /> PC: 11-5-92 <br /> SU-91-15 <br /> Page 25 <br /> Statement of Fact: <br /> This impact will be reduced by the formation of a homeowners'association that will be established <br /> to preserve the depth, stability,water quality, and aesthetics of the lake. The maintenance of the <br /> lake is required to comply with the mitigation measures identified in the EIR, which includes the <br /> following: <br /> i <br /> • State approved algicides and herbicides will be used to maintain water quality. <br /> • No lake discharge into Bear Creek will occur during, or shortly thereafter, application of <br /> herbicides and algicides. A closeable, leak-proof gate will be provided to ensure that no I <br /> water is discharged into Bear Creek during herbicide or algicide use. a <br /> • Lake water will be kept at seven feet or above to control rooted aquatic growth. <br /> Groundwater pumping from the existing shallow non-potable agricultural well will be used <br /> to augment the lake during the summer months. <br /> a <br /> • Nitrogen fertilizers should not be applied around the lake edge. <br /> • Discharge into the lake will be limited to stormwater, and erosion of the banks will be <br /> controlled by bulkheads and landscaping. <br /> • Taking of fish from the lake for human consumption should not be permitted. <br /> • Boat lengths should be limited, and power boats, other than those driven by electric <br /> motors, should be prohibited. <br /> F.3. Potentially Significant Impact: Portions of the site may be subiect to flooding in relation to Bear <br /> Creek. <br /> Finding: <br /> Changes or alterations have been required in, or incorporated into, the project which avoid or <br /> substantially lessen the significant environmental effects as identified in the Final EIR. These <br /> mitigation measures are listed below. <br /> Statement of Fact: <br /> This impact will be reduced by the requirement that an additional study be conducted to <br /> determine whether any portion of the development is subject to the 100-year flood. The Flood <br /> Control District's Interim Flood Hazard Reduction Policy also applies to the project (Development <br /> Title Section 9-1605.14). <br />
