Certify as adequate Final Environmental Impact Report No. ER-90-3 under the provisions of <br /> Section 15090 of the California Environmental Quality Act (CEQA); <br /> 2. Approve Zone Reclassification Application No ZR-92-13 based upon the 'Bases for Zone <br /> Reclassification' contained in the Staff Report; and <br /> 3. Approve the Resolution to Repeal the Sharon Drive Specific Road Plan (Attachment C); and <br /> 4. Adopt 'Findings of Significant Environmental Impact' (Attachment D) and a 'Statement of <br /> Overriding Considerations' (Attachment B). <br /> REASON FOR RECOMMENDATION: <br /> The request for Zone Reclassification would bring the site's zoning into conformance with the existing <br /> General Plan designation of R/L (Low Density Residential). The existing AU-20 zoning designation was <br /> placed on the project site because,,at the time the Draft 2010 General Plan Maps were being prepared, <br /> the required will-serve letter for public sewage disposal and water had not been received. The will-serve <br /> letter has been submitted and it is now appropriate to redesignate the site as R/L The underlying project, <br /> a Major Subdivision application,was approved by the Planning Commission on November 5, 1992,subject <br /> to approval of the Zone Reclassification application by the Board of Supervisors. The Major Subdivision <br /> is comprised of a 218-lot residential subdivision on a 124-acre parcel and contains 210 single-family <br /> residential lots, a 26-acre lake, a recreation center, a library/fire station site, a park site and four lots <br /> containing a total of 26.9 acres that will be further subdivided at a later date to accommodate <br /> approximately 79 single-family detached, clustered residences. <br /> The Planning Commission conducted a hearing for the Zone Reclassification application at its meeting <br /> of October 22, 1992. At the public hearing, Luis Arismendi spoke in favor of the proposal. Speaking in <br /> opposition to the subdivision was Ed Holden. He stated his concerns regarding the 26-acre lake's <br /> impacts on the area's water table. After considering all written and oral testimony, the Planning <br /> Commission voted 6-1 to make the above-listed recommendation to the Board of Supervisors. <br /> B <br />
