CONDUCT SUMMER SURVEYS FOR LATE-BLOOMING SPECIAL-STATUS PLANTS: before <br /> initiating excavation activities in areas that support vernal pool and seasonal wetland habitat(eastern <br /> portion of Phase 11, and Phases 111, and IV), a botanist shall be retained to conduct field sure!ys <br /> during the appropriate time of year(June-July). <br /> 2. DEPARTMENT OF PUBLIC WORKS <br /> a. Loads on County Roads. Loads on County roads shall be restricted to legal loads only. (Stireets and <br /> Highway Title Section 14-2350) I. <br /> b. Video Tape of Brandt Road. A video tape of road conditions on Brandt Road from the entrance of <br /> the site to State Highway 88 is required prior to start of the excavation. The condition of County <br /> roads(haul route)shall be reviewed with the Department of Public Works prior to the start of <br /> excavation and every five years thereafter. (Development Title Section 9-1415.2) <br /> �F <br /> c. Bond for Brandt Road. A bond or cash deposit in the amount acceptable to the Department of Public <br /> Works shall be filed with the Department of Public Works with a guarantee that, if the permittee fails, <br /> refuses, or neglects to repair, under permit, any damages (including surface driveability)to Brandt <br /> F Road through to State Route 88,which may result from permittee's operations, the Department of <br /> Public Works may do the work necessary to restore the road equal to, or better than, its original <br /> condition, using the funds from said bond or cash deposit, subject to review and adjustment for <br /> inflation every five years. The Department of Public Works shall notify KRC seven days prior to any <br /> necessary work. (Development Title Section 9-854.3) <br /> r <br /> d. Flooding. If the proposed plan results in the diversion of runoff across watershed boundaries, <br /> thereby increasing the flood hazard to downstream properties, one of the following shall be <br /> accomplished by the applicant prior to the issuance of any permits for the project: <br /> 1). The bottom slope of the excavation pits must be modified to follow existing drainage patterns. <br /> This will involve creating a high point in the pit at the location of the watershed boundary and <br /> sloping away from this high point towards the appropriate drainway. Currently, the bottom <br /> slopes in only one direction. I <br /> OR <br /> 2). A drainage study must be submitted which shows that either the downstream drainage(facilities <br /> can handle the additional runoff or that the proposed plan will not increase runoff from the site to <br /> the affected drainways. <br /> e. Traffic Impact Mitigation Fee. The Traffic Impact Mitigation Fee will be required for this development. <br /> The fee is due and payable prior to approval of the excavation plan. The fee currently is$164.07 per j <br /> additional daily trip-end in the Lockeford area. The fee shall be automatically adjusted July; of each <br /> year by the Engineering Construction Cost Index as published by the Engineering News Record. <br /> (Resolution R-94-174) <br /> 3. PUBLIC HEALTH SERVICES ' <br /> a. Ground Water. No excavation is permitted into the ground water table without specific approval from <br /> the Regional Water Quality Control Board, Central Valley Region. (Water Code, Chapter 4 Article 3, <br /> Section 13240) <br /> b. Water Pollution. The materials from an excavation shall not be deposited into any water coIurse nor <br /> in any way contribute to the pollution thereof.
