Conditions <br /> Revisions of Approved Actions to Quarry Excavation Application No. QX-94-2 was approved by the <br /> Planning Commission on . The effective date of approval is . This approval will expire on <br /> which is 18 months from the effective date of approval, unless (1) all Conditions of Approval <br /> have been complied with, (2) all necessary building permits have been secured and remain in force, <br /> and (3)all necessary permits from other agencies have been secured and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements shall be fulfilled <br /> prior to the establishment of the use and the issuance of any building permits. Those Conditions <br /> followed by a Section Number have been identified as ordinance requirements pertinent to this <br /> application. Ordinance requirements cannot be modified; and, other ordinance requirements may <br /> apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Jennifer Jolley,468-3161) <br /> a. PROJECT: This approval shall be for a phased 25-year excavation of the 1048 acre portion of the <br /> project site, as indicated on the approved reclamation plan. <br /> b. IMPROVEMENT PLAN: An Improvement Plan, prepared by a Registered Civil Engineer, shall show <br /> drainage, driveway access details, on-site parking, existing and proposed utility services, grading, <br /> and reclamation. Storm drainage runoff: shall be retained on the site. The drainage pattern and <br /> corresponding storm drain improvements shall be shown on the Improvement Plan. Pond capacity <br /> calculations shall be submitted for approval. A plan check fee as specified by Section 9-240 will be <br /> required. (Development Title Section 9-884) <br /> c. CULTURAL RESOURCES: Until a qualified archaeologist can assess the significance of the find, <br /> the excavator shall cease all construction and excavation work immediately if buried cultural 1 ! <br /> resources such as prehistoric artifacts, historic debris, building foundations, or human bones are <br /> discovered during ground-disturbing activities. <br /> d. STOCKPILING: No stockpiled soil or material shall be placed closer than twenty-five (25) feet to a <br /> property boundary. (Development Title Section 9-1415.3[b]) <br /> e. PRIVATE ROADS: All <br /> private roads involved in an excavation shall be maintained so as to control <br /> the creation of dust. The first one hundred (100) feet of any private road on the property which <br /> intersects with a publicly maintained road shall be surfaced in a manner approved by the Director. <br /> Traffic-control and warning signs shall be installed, if required, at such intersection. The placement <br /> and size of these signs shall be approved by the Director of Public Works. (Development Title <br /> Section 9-1415.3[c]) <br /> f. EROSION CONTROL: Protective vegetative planting, silt screen dams, or other approved methods <br /> shall be required where necessary for the control of erosion. An erosion and sediment control plan <br /> approved by Development Services Division shall be part of the reclamation plan. (Development Title <br /> Section 9-1415.3[d]) <br /> g. HOURS OF OPERATION: excavations shall be carried out during the hours from 5:00 a.m. and <br /> 9:00 p.m. Processing plant operations may operate on a 24-hour basis. TREE MANAGEMENT: Prior to removal of any Native Oak or Heritage Oak trees, the operator shall <br /> obtain a Tree Management Permit from San Joaquin County.
