j. Adjustment to improvements shall be made to provide for two-way traffic and for temporary cul-de-sacs as well as utility systems modification to conform to County Standards where the subdivision is to be recorded in phases. k. The project shall be served by a public water system to provide adequate services for the subdivision. Service shall be provided by the Lockeford Community Service District. (Development Title Section 9-1120.2) I. The project shall be served by a public sewer collection and treatment system to provide adequate services for the subdivision. A terminal drainage system shall be provided to meet the requirements of the County and to provide adequate drainage for the subdivision. Hydrologic and hydraulic analyses shall be provided and demonstrate that all property, both downstream and upstream of the discharge, will not be subject to a higher flood level as a result of the proposed change. A new assessment for the new zone shall be based on the cost for maintenance, operation, system improvements, and any replacement program of facilities within CSA 45 and the Lockeford Lighting District. A Proposition 218 ballot or a petition shall be required to process the transfer and assessment for the new zone. The applicant shall pay for the cost to process the transfer and assessment for the new zone_ In addition, the applicant shall pay for the maintenance and operation of the system from the time the facilities are accepted by the District until the transferred area is placed on the assessment role of the District. (Development Title Section 9-1100.5) r. The applicant/developer shall acquire and dedicate to the County the necessary right-of-way to accommodate the 60-foot-wide collector roadway along the south property line connecting Sierra Drive to Tully Road prior to approval of the Final Map, as detailed in the agreement j between Lockeford Land Group LLC and Kautz Row Crop Farms. s. The road connecting Sierra Drive to Tully Road shall be improved to County Standards for a 60-foot-wide right-of-way collector roadway. t. A traffic signal shall be installed at the intersection of State Highway Route 12188 and Sierra Drive. u. Left-turn lanes, as detailed in the final Traffic Study(50 MPH Design)shall be installed on the eastbound State Route Route 12/88 at the State Highway Route 12188 and Sierra Drive access intersection.
