. <br /> Al4 <br /> 4 <br /> q <br /> • This proposed General Plan Amendment is an expansion of the adjacent I/L area <br /> located to the north and east of the project site. <br /> (4) Limited industrial areas shall be located in areas served by, or planned to be served by a <br /> wastewater treatment plant, a water system, and a drainage system, all of which shall be <br /> public, unless only one parcel is involved. A limited number o4areas may be zoned for <br /> development on septic tanks. The uses in these areas shall not individually or <br /> collectively generate wastewater whose volume or quality require a sewage treatment <br /> plant. These areas shall: I <br /> not be served or be expected to be served by a sewage treatment plant <br /> during the planning period; <br /> - not be located where they will make the extensNon of services more <br /> difficult in the future; <br /> be located where soil conditions can safely absorb sewage in <br /> conformance with local health and water quality standards; and, <br /> require a septic nitrate loading feasibility study�prior to development. <br /> ■ According to Environmental Health, soil conditions cannot safely absorb sewage in <br /> conformance with local health and water quality standards. Connection to public <br /> sewage service will therefore be required. <br /> 2. Zone Reclassification. <br /> Service Requirements <br /> The service requirements contained in this section apply to both the rezoning of the approximately <br /> 114 acres from AU-20 to I-L or]-Wand the approximately 25 acres from In <br /> to C-C. Both the <br /> General Plan and the Development Title contain the following requirements for the provision of <br /> services: <br /> ■ Wastewater Treatment: A public wastewater treatment system is required. Septic systems may <br /> be permitted in Warehouse Industrial zones, if General Plan policies and Development Title <br /> regulations are met. (General Plan Wastewater Treatment Policy 2, p. IV-62, and Development <br /> Title Section 9-1105.3). <br /> Septic systems shall not be permitted for the approximately 20 acres proposed for the General <br /> Plan designation change from RIM to I-W or I-L zone due to the inability to meet the standards <br /> for septic tank usage contained in General Plan Development and Locitional Criteria No. (4). <br /> The remainder of the property to be rezoned from AU-20 to I-L or I-W and C-C shall not be <br /> permitted the use of septic systems due to Environmental Health's determination the area is <br /> unsuitable for such usage. <br /> ■ Water Supply: A public water system is required (General Plan Water Supply Policy 2, p. IV-64, <br /> and Development Title Section 9-1120.3). <br /> Storm Drainage: Drainage into a public drainage system is required if one is within two hundred <br /> feet of any property line (General Pian Storm-water Drainage Policy 1 p. IV-70, and <br /> Development Title Section 9-1135.3). If a public system is not available, a private on-site <br /> retention basin may be an acceptable alternative if: <br /> 1. The site conditions of soil permeability and ground water Ilevel allow a retention <br /> basin to meet San Joaquin County Improvement standard, and; <br /> 2. The tributary watershed area to the retention basin is less than ten acres (10) acre. <br />
