Public <br /> Works also requests turnarounds and separate interior- walk- <br /> ways. Planning Division would. concur with these require- <br /> ments. As proposed, there is .inadequate separation of. - <br /> walkways and traffic. . Additionally, the lack of turnaround <br /> in the proposed units could cause traffic and maneuvering <br /> difficulties. With 32-foot-w1de roadways, street parking <br /> could be accommodated. However, this would be limited to one <br /> side. (See Public Works ' Conditions of Approval regarding <br /> these matters . ) <br /> PLANNED DISTRICT. <br /> The applicant is requesting a rezoning to Planned <br /> District/Scenic Corridor. (PD/S-C) . The property is currently <br /> zoned GA-40/S-C and GA--160/S-C (General Agriculture/Scenic <br /> Corridor) . The Planned District is a two--phase .process: the <br /> review and approval ofa Site Plan, and the adoption of a PD <br /> ordinance by the Board of Supervisors. <br /> The submitted Site Plan is a result of numerous meetings bet- <br /> ween the project ' s applicant and staff . The design reflects . <br /> the applicant ' s project desires and those requirements of the <br /> +. Planning Title regarding Vehicular Access, . 'Pedestrian <br /> Circulation, Open Space, Site Resource Utilization,.•. Site and <br /> Structure Relationship, and Perimeter Treatment . <br /> Except for the shortcoming of circulation discussed previously, <br /> the project adequately responds to these concerns . <br /> ENVIRONMENTAL CONCERNS <br /> Noise: <br /> A noise survey has been performed by the applicant to deter- <br /> mine the effects of traffic on the proposed residential <br /> units. The survey .acknowledges that there is a potential <br /> impact upon the project from noise generation. However, in <br /> recognition of this potential , the applicant proposes design <br /> and siting characteristics that will reduce the severity of <br /> the noise . level effects upon the residences..
