Hydrologic and hydraulic analyses shall demonstrate that all property, both downstream <br /> and upstream of the discharge, will not be subject to a higher flood level as a result of <br /> the proposed drainage. <br /> g. The owners of Lots 4 and 5 shall be responsible for maintaining the detention basin and <br /> for all liabilities relating to the presence of the basin on Lots 4 and 5 as shown on the <br /> improvement plans, and this shall be noticed by a statement on the Final Map. <br /> h. The subdivider shall agree to and shall pay user fees for the utility services from the time <br /> improvements are accepted by the County until the lots are placed on the County tax <br /> rolls, or up to an 18-month period, as the case may be. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control <br /> Devices and San Joaquin County standards, and they shall be shown on the <br /> improvement plans. A soil suitability study which indicates that the area is suitable for septic tank usage must <br /> be performed prior to recordation of the parcel map, as required by Development Title <br /> Section 9-1105.2(d).
