I <br /> i <br /> f. Hydrologic and hydraulic analyses shall demonstrate that all property, both downstream <br /> and upstream of the discharge, will not be subject to a higher flood level as a result of <br /> the proposed drainage. <br /> g. The owners of Lots 4 and 5 shall be responsible for maintaining the detention basin and <br /> for all liabilities relating to the presence of the basin on Lots 4 and 5 as shown on the <br /> improvement plans, and this shall be noticed by a statement on the Final Map. <br /> h. Street lighting shall be provided at the Collier Road/White Fence Court intersection and <br /> at the cul-de-sac. (Development Title Section 9-1150.11) <br /> i. The property shall annex to County Service Area No. 49 prior to approval of the Final Map <br /> to provide for the operation, maintenance, and improvement of street lighting facilities. <br /> (Development Title Section 9-1100.4) <br /> j. This subdivision is approved for recording as a single unit. Phasing is not approved. <br /> (Development Title Section 9-1100.3) <br /> k. A Preliminary Soils Report is required in accordance with County standards for the <br /> purpose of determining the R-Value for the design of the roads. (Development Title <br /> Section 9-910.2) <br /> I. All utilities shall be underground except power transmission facilities of 35 KV or greater. <br /> Public utility easements shall be provided along the road frontage of the subdivision and <br /> as required by the public utility companies. (Development Title Section 9-1155.2) <br /> M. A grading pian shall be submitted and approved prior to approval of the Final Map. The <br /> grading plan shall the information listed in the UBC, Appendix, Chapter 70, Section <br /> 7006(1), complete drainage details, and elevations of adjacent parcels. Retaining wall <br /> details shall be submitted where applicable. Grading in excess of 5,000 cubic yards shall <br /> comply with Section 7014 for'Engineered Grading Requirements." Grading that disturbs <br /> more than five acres will require an NPDES permit. <br /> n. The subdivider shall agree to and shall pay user fees for the utility services from the time <br /> improvements are accepted by the County until the lots are placed on the County tax <br /> rolls, or up to an 18-month period, as the case may be. (Subdivision Map Act Section <br /> 66493) <br /> o. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control <br /> Devices and San Joaquin County standards, and they shall be shown on the <br /> improvement plans. (Development Title Section 9-1150.2) <br /> P. Access rights shall be dedicated and restricted for Lots 1 and 7 along the frontage of <br /> Collier Road. (Development Title Section 9-1150.5) <br /> j 3. PUBLIC HEALTH SERVICES: (Staff Contact: Greg Oliveira, 468-0341) <br /> a. A soil suitability study which indicates that the area is suitable for septic tank usage must <br /> be performed prior to recordation of the parcel map, as required by Development Title <br /> Section 9-1105.2(d).
