Emissions generated during the construction process are of <br /> concern to the District. The following dust control <br /> practices should be implemented: <br /> 1) All material excavated or graded should be sufficiently <br /> watered to prevent excessive amount of dust. Watering <br /> should occur at least twice a day with complete coverage, <br /> preferably in the late morning and after work is done for <br /> the day. <br /> 2) All clearing, grading earth moving or excavation activities <br /> shall cease during periods of high winds greater than 20 <br /> mph average over one hour. <br /> 3 All material transported off-site shall be either <br /> sufficiently watered or securely covered to prevent <br /> excessive amount of dust . <br /> i <br /> 4 ) The area disturbed by clearing, earth moving or excavation <br /> activities should be minimized at all times . <br /> 5) The developer should mow instead of disking for weed <br /> control , thereby leaving the ground undisturbed and with <br /> a mulch covering. <br /> B. After clearing, grading, earth roving, or excavation operation, <br /> fugitive dust emissions during construction phase should be <br /> controlled by the following methods: <br /> 1) All inactive portions of the construction site should be <br /> seeded and watered until grass growth is evident. <br /> 2) All active portions of the site shall be sufficiently <br /> watered to prevent excessive amount of dust. <br /> C. At all times, fugitive dust emissions should be controlled <br /> using the following procedures : <br /> 1) On-site vehicle speed shall be limited to 15 mph. <br /> 2 ) All area with vehicle traffic should be watered <br /> periodically for stabilization of dust emissions . <br /> 3) Use of petroleum-based dust palliative shall meet the road <br /> oil requirements of the District ' s Rules 409 . 5 Cutback <br /> Asphalt Paving Materials. <br />
